**Job Description**:
One of the most innovative local authorities based in West London is seeking to appoint a Commissioning Lead for a 6-month interim position to support the overall operations department.
Role: Commissioning Lead
Location: Remote/As and when required with office attendance
Duration: 6 months
Pay Rate: Umbrella PAYE 400-450 per day

**Role Purpose**:
To develop commissioning strategies and deliver the resulting projects for the Economy department, primarily in Housing, Compliance and Facilities Management (FM). The Commissioning Lead will lead on the development of options appraisals for service delivery, the development of costed business cases, and the development and delivery of project plans.
The purpose of the role is to commission outcomes that improve residents’ experience of Housing, Compliance and FM services. It is expected that the vast majority of the commissioning decisions will focus on the options of outsourcing, re-procuring or in-sourcing services.

**Some Key Aspects of the role**:

- Anything required to ‘make change happen’ - from the inception of the ideas to the delivery of the details. Duties will be hands-on delivery and not just involve the writing of documents or the ‘monitoring of project plans.- Writing options appraisals to determine effective commissioning strategies.- Writing robust and fully costed business cases to support commissioning strategies.- Writing Governance reports securing the appropriate authorisation for commissioning strategies. The Commissioning Lead may be supported in this duty by colleagues with Governance expertise.- Writing project plans to turn the strategies into measurable actions.- Leading projects as a Project Manager, delegating tasks and driving progress. The Commissioning Lead may be supported in this duty by colleagues with Project Management and/or Project Support expertise.- Working with Governance and Commissioning Officer colleagues to deliver procurement exercises, collaborating with or delegating procurement tasks to these colleagues.Person Specification:

- Project management qualification is desirable (Prince 2, Agile etc).- Housing sector/construction sector qualifications are desirable (Quantity Surveying etc).- The ability to conceive, plan and manage projects (in the housing and maintenance sector) of major complexity and risk, which involve procurement, staff TUPE/restructure, IT systems and major logistics.- The ability to conceptualise and plan a critical path of tasks to deliver the project objectives. The ability to prioritise work and stay focused in the face of competing demands to ensure the critical path is maintained.Please note that this is an urgent role and we will be reviewing CV's as soon as possible with interviews ASAP
