Spencer Clarke Group are working alongside a local authority based in Enfield to appoint a talented **Principal Asset Manager** on a 2 year fixed term contract.

As a **Principal Asset Manager**, you will manage and carry out, as appropriate, Senior Surveyor responsibilities within the Property Asset Management team (PAM team), optimising the Council's commercial estate (land and building for occupationand investment) to meet the Strategic Asset Management Plan (SAMP), corporate objectives, and, by generating income, supporting the delivery of excellent services.

Manage a specific commercial asset portfolio, or portfolios, and work with the Head of Property Asset Management (HOPAM) to create and implement asset specific strategies (retail, rural, industrial, general/other) within an overall Commercial Asset Strategy,ensuring asset optimisation, reducing expenditure, increasing income and developing and maintaining a fully occupied well balanced portfolio. Manage the relevant commercial assets portfolio/portfolios ensuring compliance with legal agreements and minimizingexposure to risk

- Manage the career grade Apprentices/Graduates/Surveyors within the PAM team, managing projects, activities and workflows ensuring all commercial property transactions are carried out efficiently and effectively and meet the objectives of the Strategic AssetManagement Plan (SAMP) and the Council's values and objectives
- Manage and carry out as required all commercial property transactions including: occupational agreements, lease/contract tenancy arrangements, negotiating and managing rent reviews and service charges, landlord consents, income and debt management, propertyinsurance, repairs, dilapidations, breach of covenants, commercial surveying and asset valuation. Continually work to maximise income from the Council's commercial property portfolio, raise standards, support excellent service delivery and ensure compliancewith all Council policies, procedures and legislation
- Work closely with the HOPAM to proactively manage the Council's commercial assets, account for full market rent for all commercial assets. Manage all landlord and tenant matters to maintain and build rental income by reducing voids, managing bad debt andexploiting opportunities
- Challenge existing practice, identify and generate innovative proposals for commercial asset management and use in order to deliver corporate objectives
- Ensure the use of commercial sites and buildings are compliant with landlord and tenant obligations and that corrective action is taken when necessary
- Champion and internally promote industry recognised best practice following Royal Institution of Chartered Surveyors (RICS) and Chartered Institute of Public Finance and Accountancy (CIPFA) guidelines and recommendations
- Assist with providing specialist input to strategy formulation, policy and planning concerning the Council's portfolio of property interests, including the SAMP.Develop and implement the Commercial Assets Strategy in line with the SAMP
- Work closely with the HOPAM, the Head of Strategic Property Services (HOSPS) and Head of Property Development (HOPD) to assist with and, as required undertake option appraisals and to develop business plans for vacant and surplus commercial assets and forassets to be retained including planning and implementing, where appropriate, development agreements, joint ventures, sales, disposals and acquisitions
- Work closely with the HOPAM and HOPD to create new income opportunities for the commercial estate, reviewing and categorising assets to determine their status and optimize use, identifying and re-purposing assets to create long-term income streams
- Manage, maintain and input into the Asset Management System as required working with the Property Information Team to ensure the asset register and Asset Management System is up to date.Provide reports from the asset systems as required
- Assist with managing and budgeting for commercial asset costs prioritising where capital is spent working closely with and the Corporate Maintenance and Construction Team (CMCT) and ensure all contractors are meeting the obligations set out within the termsof lease agreements
- Work closely with the HOPAM and the HOOP to manage and deliver annual asset valuations in accordance with RICS and CIPFA regulations. Work closely with the finance team to meet capital accounting requirements
- Assist with managing the Council's Rating contract and ensure that Council properties are reviewed, that the Council is appropriately represented and that the Council's interests and assets are protected

- Demonstrates a good understanding of the political structure and role of elected members
- Ability to work collaboratively both with own service and across other services
- Extensive asset/estate management knowledge and proven competency in commercial/public sector surveying including, valuations, acquisitions and disposals, ratings and compensations, lease renewals, rent reviews and estate management as well as regenerationprojects.
