**WANTED A Head of Neighbourhood Services to deliver a value for money for the Neighbourhood & Sheltered Housing Service.As Head of Neighbourhood Services, you will focus on building safe and sustainable communities, provide excellent resident experience,improve satisfaction and enhance the quality of life and opportunity for residents.**
**Duties**:

- Lead on the housing management strategy improvement plan, review all policies and processes for housing management and sheltered services, using business intelligence, benchmarking data to deliver transformation to services.
- Monitor and analyse statutory KPI’s and LPI’s, set and monitor appropriate performance targets
- Responsibility for overall budget management for Neighbourhood services
- Oversee the housing management contract ensuring contraction specification is met or exceeded
- Line management and strategic direction
- Responsibility for the service development.
- Ensure appropriate strategic governance and operational leadership that the service meets the current and future business needs of the Council manifesto
- Work closely with the Assistant Director, Housing Management to deliver continuous service improvement, transformation and innovation and identification of developmental opportunities.
- Develop and deliver long term housing strategies, an integrated approach to neighbourhood management and business plans for Neighbourhood Services which enables achievement of corporate plans and targets and against which progress can be clearly measured.
- Adhere to legal and regulatory framework for social landlords and relevant housing legislation.
- Lead the strategic development of the sheltered housing service and implement the business and service improvement plans to ensure targets and against which performance can be clearly measured.
- Work strategically with the various project boards and other senior managers to develop appropriate plans that anticipate and respond to organisational changes
- Produce members briefings, cabinet papers, reports for DMT and Senior leadership
- Provide line management and strategic direction to managers directly managed and have responsibility for the services.
- Line management responsibility for all managers directly managed including carrying out annual appraisals, 1:1 appraisals, training and development needs and target setting in line with Corporate and Departmental procedures.
- Manage staffing, financial and other resources of the service to ensure the effective use of resources
- Deliver a high quality, responsive, multi-functional housing hub and resident connect services
- Prepare and agree the budget for Neighbourhood Services
- Identify and deal with any overspend and deliver ways to improve value for money, reducing costs and increasing efficiency and effectiveness.
- Deliver a service which promotes equality and diversity
- Be on call outside normal office hours to act in the case of emergencies and to deal with public contact crises and security breaches
- Deputise for the Assistant Director Housing Management as when necessary.

Skills & Experience:

- Good understanding of the key issues facing local government, the wider public sector
- Experience of working in a fast-paced housing management department
- Ability to work across multiple teams and to deliver transformation and service improvement projects.
- Experience of working with senior management team, councillors, executive directors, external stakeholders, and partnership organisations
- Experience of developing and maintaining relationships with council departments and external voluntary community partners to deliver positive outcomes for residents
- Ability to plan and prioritise workload and working to deadlines.
- Excellent organisational skills, to track priorities, work to deadlines and manage projects
- Robust governance arrangements, processes, risks & issues management
- Abilityto sensitively manage difficult conversations with residents and staff.
- Strong leadership and people management skills
- Excellent IT skills in Word, Excel, PowerPoint, Power BI effective analysis skills (including quantitative and qualitative)
- Excellent communication skills coupled with the ability to absorb complex information and present information, reports and presentations to different audiences in a clear and accessible way.
