£295.81 daily rate plus holidays
**JOB ROLE PURPOSE**:
Working with the Highways Asset Manager providing and delivering Capital maintenance programmes using highway condition data together with internal data, to develop programmes of work funded by City Region Sustainable Transport Settlement.
**KEY TASKS**:
- Assist with the management of highway condition surveys in accordance with Department for Transport (DfT) requirements to obtain an accurate and true representation of the condition of the highway network.
- Assist with the Consultation with Councillors to inform programmes of work.
- Obtain and interpret internal data from Highway Inspectors (Symology) regarding the condition of the network to inform programmes of works.
- Using detailed highway network condition data (Gaist) to develop and assemble structural maintenance programmes to maintain and improve the highway network.
- Using the term service contracts to assist the Highway Asset Manager to deliver the required services for the maintenance and improvement of the Council’s highway network.
- Support the Highway Asset Manager to manage assigned budgets in the delivery of maintenance programmes.
- Responsible for keeping customers, members and other stakeholders updated on their requests or any other communication regarding the management of the highway schemes.
- Assist with the coordination of all highway works liaising with the network management team and other council services as required with regard to permits.
- Correspondence and administration associated with the post.
**KEY RESPONSIBILITIES**:
- People Responsible for working with, liaising, and communicating effectively with contractors; suppliers; members of the public; Councillors, and participating effectively in arrangements with outside bodies and agencies, including local community groups for the benefit and the safety of the public.
- Provide technical knowledge and professional experience in negotiation and collaboration with colleagues and external agencies and other local or government authorities in the effective management and delivery of highway and civil engineering construction schemes.
- Financial Assist with planning work budgets and matching expenditures to planned works.
- Responsible for the preparation of accurate estimates and checking of interim valuations / final accounts for payments due to contractors.
- Resources Ensure all records are maintained utilising the relevant IT systems and that colleagues, Members and customers are kept informed regarding outcomes.
- Ensure records are made of all works to inform the asset data performance to enable optional decision-making on life cycle planning to be carried out.
- Planning and Organising Assist with effective coordination of schemes with the Network Traffic Manager and other highway users.
- Decision Making Assist with all aspects of preparation and delivery of projects and programmes in accordance with established procedures and standards, taking into account researched or emerging best practices regarding highway design.
- Resolve project problems/issues, including those from colleagues, and escalate more complex issues if necessary.

**EXPERIENCE, QUALIFICATIONS, KNOWLEDGE AND SKILLS**:
Essential Criteria Qualification: HNC (or equivalent) in Civil Engineering, Traffic and Transportation or related disciplines which would demonstrate an aptitude and knowledge in civil/structural/construction engineering.
**Knowledge & Skills**:
- Good communication skills, including the ability to contribute effectively to meetings, produce bills of quantities and interpret data pages.
- Knowledge and understanding of all relevant legislation regulations and guidance in respect of the Highway Infrastructure Management.
- Understanding the actions required of the Local Authority to achieve statutory duties relating to the improvement, development and maintenance of highways, health and safety including CDM, and the New Roads and Street Works Act.
- Knowledge and understanding of the NEC3 Conditions of Contract.
**Experience**:
Experience in working effectively in a team and independently.
Ability to work to deadlines.
Experience in interpreting highway condition data.
**Desirable Criteria Qualification**:
Degree in Civil Engineering or related disciplines.
