To act as a first point of contact for the ICB in relation to highly sensitive quality, patient safety and patient experience issues, evaluating information provided in relation to risk identification, providing reassurance where appropriate, management and escalating as appropriate Deputise for Director of Nursing and/or their Deputy. This post is largely autonomous and as such the post holder will be expected to prioritise their own workload but will work closely with the Director of Nursing, their Deputy and the wider quality team, safeguarding colleagues and commissioning leads. The post holder is expected to demonstrate a high level of analytical skills and to be able to use their judgement in a variety of highly complicated situations and or settings. This will likely also include understanding data as well as clinical situations.

The post holder will be required to write concise and accurate reports to provide assurance both internally within the ICB and external bodies. He/she needs to be able to analyse, interpret and compare highly complex and often emotive facts relating to the provision of care across a variety of providers and settings. To provide assurance and to be clinically accountable to the ICB that the services the ICB commissions fulfil their quality and patient safety responsibilities and duties and work closely with commissioning and performance team members to ensure that they receive expert advice. This will include: Leading on the performance management of providers on all quality, patient safety and patient experience issues, in the monitoring of quality schedules, serious case review action plans and other relevant development plans, reporting assurance to ICB and escalating concerns and underperformance where appropriate.

To undertake investigation/analysis of healthcare associated infections within provider organisations and the wider local healthcare environment. To provide specialist advice and policy input/approval in relation to clinical, risk management and assurance processes impacting on internal ICB processes and external/provider organisations processes. To contribute to the development of quality strategies and processes to mitigate clinical risk and enable understanding of the consequences of non
- compliance, Inputs to local and national agenda around clinical quality policy development. To lead, develop and manage quality assurance and improvement in Commissioned services to enable the ICB to discharge its statutory duties.

To work collaboratively with provider colleagues and wider stakeholders to develop and implement a variety of innovative approaches to quality improvement including contractual/performance methods. To drive improvements in quality and safety across the local healthcare economy through influencing provider service development and the monitoring of performance around quality and safety. To work closely with the executive team, GPs and Safeguarding Leads and provider colleagues in developing the quality agenda. Provide strong leadership and play a pivotal role in shaping the clinical commissioning groups local and strategic agenda having regard to local, regional and national priorities.

Forge partnerships with and influence all key stakeholders in the health and social care and local economy to ensure the widest possible participation in the health, social care and criminal justice agendas to support the development and delivery of strategic objectives. Take responsibility for creating a culture of continuous improvement in clinical services and standards of patient care commissioned to improve the health of local people. Implement decisions of the ICB in an effective and efficient manner. As a member of the ICB team, contribute and lead as appropriate to the development and agreement of policies and procedures within the ICB.
