Main Duties and Responsibilities Ensure the Healthy Child Programme (HCP) in Cambridgeshire & Peterborough and the Cambridgeshire Children in Care (CiC) team delivers high quality, safe and effective services. Ensure that the HCP continues to develop and innovate with a focus on meeting children and young peoples needs and improved outcomes This should be achieved through effective leadership. Support the development of an integrated 0-19 Healthy Child Programme across Cambridgeshire & Peterborough and take a leadership role for development of areas of work. Support the development of the Children and Young Peoples annual plan ensuring it contributes to the delivery of objectives and meets all of the local and national targets.
Ensure robust financial governance and the achievement of financial targets and be responsible for the overall financial performance of the HCP in Cambridgeshire & Peterborough and the CiC team in Cambridgeshire. Provide effective leadership for the HCP and CiC teams, ensuring all staff are supported to undertake their roles and responsibilities, demonstrate an understanding of the whole service and support staff to be curious and excited by its possibilities. Develop and sustain excellent working relationships with key partners, individuals, and stakeholder groups across the geography. The post holder will promote the Trusts and its services to organisations and agencies.
Promote the involvement of children, young people and their parents//carers in service development and delivery. Communication Establish effective communication within the service and ensure all staff are effectively engaged in shaping and influencing the future strategy of the services. Ensure systems are in place to inform staff of Trust and local and national issues pertinent to their work. Ensure effective mechanisms are in place to share good practice.
Communicate complex and sensitive information effectively with children, young people, families, and carers. Develop excellent communication with internal and external stakeholders. Provide reports and presentations to a variety of settings, both internal and external to the Trust. Key relationships to include: Internal: Executive Team; Service Director & Assistant Service Director; Corporate leads/teams; all staff working in the Children and Young Peoples Services across both CCS & CPFT Trusts External: County Councils, including Public Health, Local Safeguarding Childrens Board; Regulatory bodies; Voluntary sector groups; Educational providers; Other NHS Trusts and private / public sector bodies involved in Children and Young Peoples Services across Cambridgeshire Budgetary Responsibility Provide budget holder responsibility for the Healthy Child Programme in Cambridgeshire & Peterborough and the Cambridgeshire Children in Care team and fully support the overall delivery of financial targets ensuring effective systems are in place to support this.
Support and fully participate in the annual budget preparation and planning processes and agree an effective budget for the service and be fully engaged in all financial systems and processes across the service. Support effective operational financial management within the service. Fully support any cost improvement programmes are developed and delivered, ensuring that staff are engaged in continually developing more cost effective and innovative approaches to delivering services. People Management Responsible for day-to-day management of team, including grievance, disciplinary, appraisal, appointing panel member at recruitment, reviewing work performance and progress, work allocation and checking.
Development of staff, including robust succession planning across the whole service Support the development of a robust skill mix staff team who are able to deliver the HCP & CiC teams, linking roles and responsibilities in line with future potential and possible service development. Maintaining own professional development and requirement to take part in appraisal and KSF process Research & Development Activity Undertake regular R&D activity, audit, and benchmarking. Clinical and Practice Governance Observe and maintain strict confidentiality with regards to any patient/family/staff/records and information in line with the requirements of the Data Protection Act. Any data that is taken/shared as part of a phone call or transported or transferred electronically must be undertaken with regard to the Trust Information Governance and Information Security policies.
The post holder must adhere to the Trust risk assessment and risk management processes. The post holder must adhere to infection control policies and procedures. Undertake mandatory training and any other training relevant to the role as required by Cambridgeshire Community Services NHS Trust. The post holder must participate in clinical and safeguarding audits as required.
