**Background to the Post**

The post holder will be responsible to the Director of Estates for the above mentioned on-going management of Statutory Control and legal compliance including reviewing existing procedures and the implementation of new processes. The Estates Compliance Officer will also be responsible for maintaining office systems, overseeing the control and prioritising of planned preventative maintenance relating to compliance through the computer based help desk, and monitoring and efficiently controlling budgets.

The day to day Estates management of seven centres is complex and demanding and this role will also involve supporting, co-ordinating and working with the Operations Manager and Facilities Managers responsible for operational and maintenance requirements on each College site.

**Duties and Responsibilities**
- Review the existing procedures, systems and contracts relating to statutory and regulatory compliance including operations to include asbestos, Legionella water management, fire safety management, electric and gas, control of contractors, estates

helpdesk and the associated administration, record keeping, and other related systems as required to ensure compliance.
- Auditing and monitoring of statutory building and estate related service contracts, and associated contract management to ensure satisfactory levels of service are maintained. Monitoring the progress of defect rectification, ensuring works are carried out in a line with the SLA
- Auditing, monitoring and reporting on the compliance of the Planned Preventative Maintenance System relating to statutory maintenance.
- Assist the Director of Estates in the preparation of Board level meeting papers, strategy documents and as required, the capital building programme.
- Maintain an up to date knowledge of relevant legislation and approved codes of practice. Provide updates on all new or amended statutory and regulatory compliance and Health and Safety legislation associated with facilities management related to issues with any staff or third parties as appropriate, providing training as and when required.
- Advise the Director of Estates on the measures necessary to comply with the requirements and prohibitions imposed by relevant statutory provision.
- Monitor the department’s compliance with WCG policies and procedures and formally advise managers on areas of non-compliance. Produce monthly, quarterly and annual compliance progress reports and statistics as directed.
- Establish, audit, monitor and maintain arrangements and guidance to ensure departments comply with legal requirements under the Construction Design and Management Regulations.
- Carry out regular compliance inspections and audits within defined areas of the estate ensuring systems are in place to deal with and rectify identified problems
- To prepare annual budgets and maintain monthly budgetary control for areas of responsibility.
- Responsible for maintaining the Estates Risk Register and auditing the department risk assessments.
- To act as the responsible person for the College regarding the Regulatory Reform (Fire Safety) Order 2005.
- To liaise with key staff and emergency services with regard to the reporting of incidents and necessary follow-up action in the event of an emergency.
- To maintain a register of Estates contractors ensuring they meet the requirements of the College’s Control of Contractors Policy.
- To ensure all staff (including outside contractors), buildings and services comply with health & safety legislation and to advise and assist Facilities Managers to undertake ‘risk assessments’ relating to the estates function at each centre.
- To monitor the overall strategy and implementation of the management of security at all Centres, ensuring compliance with all relevant legislation.
- To give assistance to the Operations Manager, Facilities Manager(s) and Project Manager(s) as appropriate.

**In order to support during busy exam periods, you may be asked to undertake exam invigilator duties. The College will provide training.**
