The postholder will provide professional management of the Trust healthcare regulatory matters under the leadership of the Associate Director of Integrated Governance. They will support the leadership, development and implementation of the Trust’s Risk Management Strategy, and head the Trust’s Risk function.

They will manage a range of risk, legal and compliance teams and ensure that arrangements are fit for purpose and the organisation complies with requirements. They will be the Trust lead for Health & Safety and provide oversight of the EPRR, security management and legal functions. They will support the Associate Director of Integrated Governance to ensure that the Trust complies with CQC regulations.

They will maintain a close working relationship with the Quality Governance team, particularly in relation to complaints, PALS and incident management. They will provide a visible, accessible and authoritative presence and be responsible for developing a Trust Strategy for risk management, compliance and will oversee the Trust’s external reviews and accreditation.

- Work with the Associate Director Integrated Governance and Deputy Director of Nursing
- Have delegated budget responsibility for a specific departmental budget.

1. To ensure that there are appropriate risk management systems and governance arrangements in place to effectively record, monitor and support the quality of the risk management systems and processes that contribute to the safe care of patients.

2. Support the regular refresh of the Board Assurance Framework and Corporate Risk Register, ensuring risks are clearly articulated, controls and sources of assurance are identified, gaps in controls are identified and mitigations and actions described. Work with Executive Directors to horizon scan and identify future risks to the Trust’s strategic objectives to be captured in the Board Assurance Framework.

3. Collate internal and external intelligence and evidence to ensure leaders in the Trust have a rounded view of current and future risks to achieving the Trust’s strategic objectives. Support the successful development and delivery of Trust wide transformation plans to ensure risks are identified and effectively mitigated.

4. Lead on regular review, development and implementation of the risk management systems and processes, and ensure that these are embedded across all levels of the organisation through the development of key relationships and by supporting the risk leads and other managers in local implementation.

5. Act autonomously and as a resource to colleagues on all issues relating to risk management, assurance and compliance. Provide expert advice to Board Committees and other key decision making and assurance groups.

6. To be responsible for the direct line management of the Risk and Compliance team facilitating them to focus on meeting those objectives outlined within the Risk Management Strategy and corporate objectives.

7. Assess the Trust’s compliance with the fundamental standards of care and CQC key lines of enquiry and provide assurance on progress and identify areas for improvement. Oversee the development, maintenance and monitoring of the Trust’s external reviews and accreditation.

8. Lead, coordinate and when required, chair meetings for the implementation of key risk management, assurance and compliance improvement projects.

9. Provide regular and comprehensive assurance and compliance reports to relevant committees including Sub Committees of the Trust Board.

10. Lead the Trust’s processes for preparing for CQC inspections including management of the Provider Information Return, maintenance of the Statement of Purpose and self-assessment of the core services.
