**Job description**:
As a Main Communications Office (MCO) Operator, you will be part of the team responsible for undertaking 24/7 management of the Naval Shore Telecommunications Network (NSTN) Message Handling System (MHS) and the Approach and Use at HMNB Portsmouth.

The team sits within the UK Strategic Command, Defence Digital Ops J3 area and forms part of the team structure, providing 24/7/365 service delivery to a select customer base within the UK and overseas.

This post is part of a 5 person, 24/7, shift-working team, supporting the delivery of High-Grade Messaging (HGM) across defence.

The MCO Operator supports the MCO Manager and HGM Management Team, carrying out tasks as directed and advising of delays/issues in relation to the reception and delivery of formal signal messages and maintaining controlled access to the MCO.

We are seeking a flexible, dynamic and capable person to join our front facing team and take on an exciting and interesting role.

**Person specification**:

- Process formal signal messages for input into appropriate IT Message Handling Systems.
- Take ownership of signals from originators via fax, telephone, and approved IT media, ensuring they conform to procedural rules. Record, determine transmission path and forward for preparation. Sign and return receipt notes. Monitor and vet out-of-hours signal traffic and call-out where necessary for Portsmouth Units.
- Manage the signal process by recording and distributing messages, according to protective marking and ‘Descriptors’, in accordance with current security regulations whilst maintaining the protected document register within the agreed timescales.
- Monitor and report message irregularities and equipment faults appropriately.
- Preparation of special handling signals or material for onward delivery by means of suitably cleared IT message handling systems. Initiate service action as required to ensure the correct and timely handling.
- Manage the publication of instructions and guidance presented in Standing Orders, Security Orders, Operator Instructions, Local Orders and Communications Publications accordingly.
- Timely filling of all bid equipment at keymat changeovers and any corresponding accounting and destruction.
- Maintain records of a controlled access to MCO, in accordance with local instructions and requirements

If you have the following desirable skills, knowledge or experience, we would love to hear from you
- Motivated to work toward and attain an ITIL Foundation qualification, if not already held
- Previous experience of messaging systems would be beneficial but not essential
- Strong customer management skills, including the ability to build long term relationships with key internal and external stakeholders.
- Ability to communicate effectively to a variety of audiences, synthesising information to portray key messages and facilitate effective decision making.
- The role will, at times, require lone-working, so you’ll need excellent time-management and prioritisation skills.
