Your new role as Contract Development Manager

As a Contract Development Manager, you will be contributing to the development and delivery of the contract strategy providing specialist advice during the procurement project and working in a dynamic high functioning matrix team. You will support the developmentand continuous improvement of model contracts which are used across National Highways. You will be responsible for maintaining the model contract documents with regular updates to reflect the latest government policy, business, and legal requirements.

You will ensure that the procurement projects you support drive innovation, adopt the outcome of lessons learnt to deliver best practice and that the contract documents are compliant. You will also provide assurance of contract documents dependent on complexityof the project.

You will work with the team to launch and deliver an exciting contract training programme to key stakeholders in National Highways with the objective of improving commercial and contract management across the organisation. Going forward you will help todevelop the training for the wider supply chain aligned to their needs.

What you’ll be doing

Actively build relationships, collaborate with and manage a wide range of stakeholders in National Highways.
Collaborate with and lead internal matrix teams, stakeholders and specialist advisors to manage, develop and produce model contract documents for National Highways that reflect business needs.
Contribute to providing specialist advice and guidance on public sector procurement; support best practice in policy and processes that implement UK government policy, English and EU legislation.
Be responsible for developing and drafting contracts/ frameworks as well as providing advice to meet the operational needs of National Highways.
Contribute to the assurance of the final tender documents and ensure the contract documents are compliant.
A focal point for the business for providing procurement contract technical advice and governance.
the provision of necessary contract training and guidance for National Highways and the wider supply chain.
To be successful

Working knowledge of public procurement and contract law, including Public Contract Regulations.
Demonstrate working successfully in effective collaborative working partnerships with a wide range of internal and external stakeholders and customers.
Ability to influence and present to others at a range of levels.
Preferably experience in contract or procurement drafting
Should hold or be willing to work towards the Chartered Institute of Purchasing and Supply (CIPS) or hold a Royal Institute of Chartered Surveyors (RICS) qualification.
