**Job summary**:
The Home Office covers three systems: Homeland Security, Public Safety and Borders, and Immigration and Citizenship. These systems work collaboratively to deliver our cross-cutting priorities, whilst providing increasingly efficient and secure services for the public.

These are challenging areas that can rapidly change in the global environment we work in - this makes us one of the most exciting and stimulating government departments in which to work.

**Job description**:
The world of Digital Data and Technology (DDaT) is moving at pace and skills are in high demand. PPPT sits within Home Office DDaT which is seeking to develop its business case writing capability and build a team of specialists within this area.

As a Lead Business Case Writing Support, you will be responsible for leading and overseeing the planning and drafting of robust business cases which justify the necessary investment for defined projects and programmes. Using your strong knowledge and experience, you will provide advice and guidance to your team to ensure the delivery of quality business case writing support within a complex environment.

You will develop and maintain a robust approach and methodology to business case writing, aligned to the Government Project Delivery Profession, ensuring that the required in-house documentation is available and accessible within your team and to broader stakeholders. You will align to DDaT cost model data to improve budget planning and accuracy, playing a key role in driving consistency across PPPT.

A key part of this role will be to support Project and Programme Directors to progress business cases through relevant approvals and governance forums, liaising with the appropriate senior business stakeholders. In order to provide effective business case writing support, you may be required to develop additional products including senior-level presentations.

In addition, you will promote a culture of continuous improvement and optimisation both within the business case writing team, across broader PPPT teams and externally through cross-Home Office and cross-government engagement.

Business Case Writing specialists within DDaT align to the Project Delivery Profession, for Project Delivery professionals within Government.

**Hybrid Working**

Hybrid working enables employees to work partly in their workplace(s) and partly at home in line with the Home Office Hybrid Working policy. A hybrid working pattern may be available, where business needs allow for this role. Applicants can discuss what this means with the vacancy holder if they have specific questions on what this entails.

**Person specification**:
Day to day responsibilities will include, but will not be limited to:

- Working with projects and programmes to plan and draft business cases across PPPT, taking responsibility for ensuring that they comply with Home Office standards under the Project Delivery Framework methodology and guidance.
- Devising and providing guidance and advice to project/ programme teams on the requirements and development of business cases, using organisational templates and the HM Treasury 5 case model.
- Ensuring that relevant organisational factors for change are incorporated within a comprehensive business case, and that there is a clear rationale for preferred options in line with DDaT and wider Home Office strategies.
- Ensuring that business cases are written accordingly to retain validity throughout the project and funding lifecycle, updating project sponsors as required.
- Continuously improving skills, knowledge and experience across the team based on the lessons learned from each business case that is supported.
- Managing and engaging with key stakeholders to support the production of business cases and ensuring linkage with benefits realisation.

You will also be expected to carry out the following day to day activities:

- Line managing a small team of Business Case Writing Support resources, building strong and open relationships across the team to drive continuous improvement.
- Providing advice and guidance to team members to ensure high quality outputs are delivered across the team.
- Leveraging your expertise to ensure learning/ best practice from projects/ programmes is quickly shared to improve delivery and quality.
- Aligning to the Home Office benefits tracking and reporting mechanisms, providing feedback and guidance from a business case writing support perspective.
