**Financial Responsibilities**:People budget - circa £90k (not including salaries)
**Job Purpose**:
To lead the development and delivery of the People Strategy to support the achievement of St Michael’s vision and strategic objectives and ensure these are delivered by motivated and appropriately skilled staff and volunteers whose values reflect those of the organisation.
**Main Duties and Responsibilities**
**Transformational HR**
- Lead the development and delivery of the Hospice’s People Strategy that anticipates and supports the delivery of the Hospice’s strategic goals and values.
- Respond to organisation priorities with creative people solutions.
- Provide expert advice and consultancy to the Trustees, Chief Executive, Strategic Management Team, and departmental managers on all aspects of operational and strategic workforce optimisation, development and transformation.
- Working with the Education Team ensure the provision of high-quality cost-effective learning and development activities that contribute to the achievement of our goals and maintains high levels of engagement.
- Ensure the apprenticeship levy is well used
- Develop a coaching and learning culture and support leaders and managers to create and maintain a positive working environment with high morale, engagement and productivity for all.
- Support staff and management in enhancing Hospice performance through improving the capability and motivation of their teams to ensure they achieve their best.
- Use People Metrics to take a strategic approach to People and the organisation’s objectives.
- Engage and proactively participate in external workforce groups, particularly within Herefordshire and Worcestershire Health and Social Care Integrated Care System, hospice and charity sector groups, to stay abreast of developments and ideas that could benefit St Michael’s.
- Ensure that the Hospice’s Vision, Mission and Values are communicated and embedded across the organisation
- Work collaboratively to create clear routes of communication with the workforce so that they remain engaged in the wider organisation and its work
**Leadership and Management**
- Lead, develop and manage the People Team
- Ensure the People Team is customer focused and will proactively engage with all departments of the organisation in order to work collaboratively to determine and address current and future people needs
**Transactional HR**
- Oversee and when needed directly manage complex employee relations cases: grievance, disciplinary, restructuring, bullying and harassment etc.
- Develop, implement and review all HR systems and processes to ensure they are effective, efficient, fit for purpose and comply with all relevant laws and regulations. Wherever possible, automate processes.
- Develop and maintain the HR System (Cascade) in accordance with GDPR and other relevant regulations and law. Promote and encourage the self-service functions.
- Identify opportunities to improve HR systems and processes to make joining, staying with and leaving the organisation streamlined and professional.
- Produce and present reports to Committee on progress against the People Strategy and key People metrics to allow analysis of organisational performance i.e. employee engagement, turnover and absence.
- Be responsible for conducting regular staff surveys and acting on their results to improve employee engagement and satisfaction.
**Person Specification**
- **Specialist Knowledge and/or experience**
**Essential**
- Level 7 CIPD qualified and a Chartered Member of the CIPD
- Senior leadership and management experience of a People function or service
- Successful development of People Strategies and delivery of substantial organisational wide workforce related projects.
- Change management experience and expertise, including an understanding of the legal context, as well as the engagement context
- In-depth knowledge of UK employment law.
