If so, we have an exciting opportunity for a Head of External Affairs to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we'd love to hear from you

As the Head of External Affairs and Partnerships, you will lead a team within the Communications directorate to build and develop relationships with our most influential stakeholders.

This team will build awareness and understanding of our policies and priorities, creating forums for stakeholders to share their views and support, and forging partnerships with organisations to help deliver on the department’s priorities through external communications activity.

You will work closely with colleagues based in policy teams to advise on and coordinate stakeholder engagement, ensuring this engagement is a key consideration for all major communications moments. This will include ensuring stakeholder engagement across the department - and across government - is sequenced so individuals and organisations are spoken to at the right time in the right order by the right person.

As part of the press, social media and visits team, you will work closely with these disciplines to identify areas where partnerships with external organisations could be used to generate external communications.

You will also work closely with strategic communications to help develop a long-term programme of engagement for our priority areas. You will be a leader with a track record of working as part of a fast-paced communications team, managing risk, demonstrating excellent influencing skills, exercising strong judgment and problem solving, who can develop and motivate a new team whilst operating under pressure.

This role can be based in London, Wolverhampton or Bristol as our regional communications hubs. Regular attendance in London to support ministers and special advisers will be required in this role.

**Job description**:
As the Head of External Affairs your responsibilities will include:

- Oversee the development of an external affairs strategy based on insight and in support of the department’s wider communications objectives.
- Being a trusted advisor to the ministerial team, senior leaders and special advisors on stakeholder engagement designed to deliver external communications results, including for breaking issues and operational incidents.
- Building and leading an efficient, high-functioning team which provides expert engagement handling advice, at pace, to ministers and senior leaders in the department, working across the Communications directorate to ensure this activity is aligned.
- Acting as a confident representative of and advocate for MHCLG, representing the department at the Heads of External Affairs Network within the Government Communications Service and with special advisers at No10.
- Building open and trusting relationships with stakeholders at very senior levels, identifying opportunities to build partnerships and generate joint external communications.
- Playing a leading role in the senior management team in MHCLG’s news, social media and visits function to ensure stakeholder engagement is aligned with wider communications activity.

**Person specification**:

- Extensive experience of working in a fast-paced communications team, with excellent news judgment, political understanding and crisis management skills in which you advise on engagement as part of wider communications handling. Excellent written skills are a must.
- The ability to react quickly and confidently in developing situations, juggling competing deadlines across a broad policy portfolio to deliver communications focused engagement advice to extremely tight deadlines.
- A proven track record of working with external organisations at very senior levels, with established contacts across some of MHCLG’s key stakeholder organisations and evidence of partnership with those organisations to deliver joint external communications activity.
- Extensive experience of working closely with senior leaders, such as ministers or directors, to provide tactical handling advice for key external organisations, particularly with a
