**DDaT Pay Supplement**
The Crofting Commission is a Non-Departmental Public Body governed by a Board of 9 commissioners, 6 of whom are elected by crofters and 3 which are appointed by Scottish Government. With a compliment of roughly 70 full time equivalent staff the Commission’s responsibilities include regulating crofting, supporting the registration of crofts by the Registers of Scotland, promoting and supporting the development of crofting, and advising the Scottish Government on any matters relating to crofting.
As an NDPB the Crofting Commission operates as a sole entity with no access to the Scots network, or related services. As such, the Crofting Commission is solely responsible for the direction of and maintenance of all the IT equipment and services required to function, including cloud services, cyber security and development of its internal casework system.
The role is primarily based out of the main Inverness location, Great Glen House. Currently there are elements of home working due to Covid 19, and the role will be open to a hybrid working model moving forward (home working with attendance at the office when it is deemed required).
The successful applicant will join the senior management team of the Crofting Commission which consists of 5 other B3 senior managers, and which reports to a newly formed Executive Team led by the Chief Executive Officer. This role will report directly to the C1 Director of Corporate Services. You will be responsible for all aspects of digital within the Commission, with a focus on how its digital offerings can be improved in the future.
**Job description**:
- Delegated budget holder for the Commission’s Information Services budgets, with responsibility for securing Value For Money from these budget lines.
- CIS development: Act as the SCRUM master for the internal AGILE based development of the Crofting Information System.
- Geospatial Information Services: Oversee the delivery of the Commission’s functions in respect of registration and mapping of crofts, as required by the Crofting Reform (Scotland) Act 2010; liaise with staff, service users and Registers of Scotland over the delivery and improvement of these services.
- Report regularly in writing and orally, to the Commission’s Audit & Finance Committee or Board as required by the Director of Corporate Services.
- Line management of three B2s; the Commission Dev Ops Engineer, a newly created Coder / Developer post; and Business Systems Analyst.
**Responsibilities**:
- 1. Familiarity with digital solutions and experience of working in a digital environment, in particular cloud solutions.
- 2. Experience of modern cyber security principles, including a good understanding of disaster recovery principles.
- 3. Experience of delivering operational services and/or managing change in operational systems. Experience of AGILE system development and Transact SQL server would be beneficial.
- 4. Excellent people management and communication skills, with the ability to support and lead the team through the delivery of a diverse range of often complex digital objectives.**Benefits**:
