Programme Risk Lead

**Job Description** We currently have an exciting new opportunity in our thriving Major Projects Directorate as a Programme Risk Lead. This position sits within the Enterprise Intelligence team within our Smart Motorways Programme and provides an integrated function to supportthe programme’s delivery. Your role will be to drive excellence in risk management activities across the programme, enabling its timely, efficient, safe and customer focused delivery. The role will ideally be based from the National Highways Birmingham office, although it could alsobe based from any of the other National Highways offices; Manchester, Bedford, Bristol and Guildford. Hybrid working is also offered. What you’ll be leading on - Develop and maintain collaborative, working relationships with the Smart Motorways Programme Senior Leadership team, Enterprise Intelligence management team and programme delivery teams to: - Ensure a strong understanding of business needs. - Ensure the requirements for high quality risk management tools, processes and systems are fully understood and addressed at both project and programme level. - Identify key areas for improvement. - Share risk management best practice and learning. - Resolve complex issues. - Ensure the team’s people capability is well-developed, addressing any gaps. - Work with a range of internal programme and external stakeholders, including the Head of Profession for Risk (MPDS) to develop and deliver the programme’s risk management strategy. - Attend and support the MP Heads of Risk forum and Communities of Practice, representing the programme’s issues and needs. - Undertake second line of defence assurance on quantitative and qualitative risk data, processes, systems and people capability, implementing any corrective actions. - Ensure appropriate project and programme risk mitigation plans are developed and implemented. - Lead project and programme "deep dive reviews" and horizon scans to test the efficacy of project and programme risk registers. To be successful you’ll need - Experience of working in a complex project or programme environment with diverse risk scenarios. - Experience of change programmes specific to embedding risk management processes, tools, systems and people capability. - Experience of leading and managing teams at a senior level and training and/or coaching others to develop risk management knowledge and capability. - Track record of managing relationships with multiple stakeholders and evidence of influencing skills. - Professional accreditation to risk management profession (e.g. IRM) (desirable). - Skilled in and knowledge of industry best-practice project, programme management and risk management methodologies and techniques (APM, PRINCE2, MSP, MoR). - Skilled in quantitative cost and time risk analysis (QRSA and QCRA). - Skilled and experienced in the use of risk management systems and tools (eg. Xactium). - Experience of capturing, analysing and reporting quantitative and qualitative risk management data both at a project and programme level. A bit about us The advent of new technology, different ways of operating and enhanced operations provides an opportunity to significantly enhance the performance of some motorway sections of the Strategic Road Network to a Smart Motorway standard.
