**Deputy Chief Operating Officer **Inside IR35**

**Contract Term: 12 months**

**Contracting Authority: UKRI**

**Location: Hybrid - 1-2 days per week in London or Swindon offices**

Due to UKRI’s significant change agenda, the current Chief Operating Officer is dedicating their time over the next 12 months to leading UKRI’s major programme delivery, developing and implementing an improved Operating Model and driving UKRI’s efficiency expectations (and reduced Operating expenditure) for this spending review period. Thus, UKRI is seeking a Deputy Chief Operating Officer for this defined period to be responsible to the COO on his other duties. These include estates, central grants processing operations and projects, incident management including responsibility for business continuity management provided to whole of UKRI as well as developing an approach to operational excellence across UKRI’s 7 funding councils, Research England and Innovate UK.

**As a Deputy Chief Operating Officer, **your main responsibilities would be**:

- Provide the end-to-end office estates, business continuity, security, projects and grants services that are required across UKRI
- Establish the model to deliver these services (incl. statement of service and introduction of KPIs) - as part of work delivering the new UKRI Operating Model including any health & safety requirements
- Report transparently, and deal effectively with any service issues
- Act as the lead customer to ensure services provided by UK SBS (UKRI outsource partner) are maintained in line with agreed service levels and the end-to-end service management is fully embedded
- Ensure the COO Group operates within its resources, budgets and delegated authority, with robust risk management and governance and actively seek increased effectiveness & efficiencies in line with UKRI targets
- Seek opportunities for sharing of resources and expertise and the generation of efficiency within UKRI
- Lead on incident management including preparing for and managing critical incidents for UKRI in line with UKRI’s business continuity planning
- Ensure the COO Group are working as effectively and efficiently as possible, in line with Operating Model objectives and principles, within the team and in collaboration with other parts of UKRI
- Develop performance metrics for key operational aspects of UKRI’s work in conjunction with other senior leadership including Council COOs

**You’ll have relevant experience in**:

- Strong knowledge and experience of leading operations and driving operational performance across a complex organisation
- Demonstrable track record of ensuring co-ordination and execution of plans in a complex organisational environment, in a business-as-usual and major incident context
- Expertise of working at a senior level with diverse internal and external stakeholders, across organisational and sectoral boundaries
- Experience of developing high-performing teams and building effective cross functional working relationships
- Previous responsibility for corporate service functions
- Excellent leadership skills and behaviours and a clear ability to use these to create highly engaged, highly performing teams
- Highly resilient, ability to deliver, personally, at pace whilst ensuring others execute agreed plans
