Deputy Head of Fire and Compliance

Here at Mid and South Essex NHS Foundation Trust we are looking for a Deputy Head of Fire and Compliance to join our team.
As the Deputy Head of Fire and Compliance a is responsible and accountable for all fire and Estates and Facilities compliance safety matters in the organisation with reporting up to Trust Board level via the Director of Specialist Services and the Chief Estates and Facilities Officer.
By the provision of competent advice, assist the Head of Compliance in the role in supporting the Trust Board, Chief Estates & Facilities Officer and the Trust in providing and maintaining levels of fire precaution with Trust premises in line with all NHS Health Technical Memorandum requirements, and maintaining good relationships with internal and external regulators.
As the deputy to the competent person for fire the post holder will ensure that that the Trust complies with Regulatory Reform (Fire Safety Order (RRO) and will work closely with all relevant parties within the hospital and externally to ensure the provision of a fire safe environment for patients/staff/visitors and to facilitate sustained care and well-being in relation to fire safety.
The post holder will be professionally responsible and accountable for assisting with the monitoring, assessment and reporting on the standard, delivery and risk management of hard and soft FM services to ensure a compliant, professional, high quality, cost effective and safe service to meet the demands of the organisations, its patients and staff.
Responsible for supporting the Head of Fire and Compliance formulation of long term strategic plans, policies and procedures relating to organisational objectives and the design, maintenance and operation of critical safety services which impact across the Trusts, including disaster recovery and contingency planning.

**FIRE SAFETY**:
1. Post holder will be in contact with Essex County Fire and Rescue Services (ECFRS), in relation to fire safety matters and information for the benefit of operational fire-fighting. Through regular meetings, develop and maintain communication links with representatives of ECFRS, providing information relating to the state of the fire safety measure and findings of the Fire Risk Assessments when required.
2. Post holder, will work with all members of the Trust to ensure a safe and healthy environment (fire) for the Trust/s to meet its responsibilities under the Health and Social Care (H&SC) Act 2008 and to meet the standards of theCode of Practicewhich encompassesthe H&SC Act; Regulation 12 -Safe Treatment and Care and Regulation 15 - Premises and Equipment.
3. Post holder provides and receives complex information regarding legislation, fire safety legislation, Regulatory Reform (Fire Safety) Order 2005, NHS HTM05:01 and other associated fire guidance for the benefit of the Trust.
4. Supports in the reviewing, developing and implementation of the Trust/s Fire Safety Policy and underpinning procedures and protocols in line with current legislation and guidance.
5. Post holder will be the direct Line Manager for the Trust/s Fire Safety Team across all premises and sites that the Trust is responsible for.
6. Post holder formulates, approves and facilitates the delivery of programmes of Fire safety training to all staff to meet statutory and mandatory requirements.
7. The post holder will develop the implementation of service changes and formulation of governance and assurance procedures, such as Trust committees and reports, to ensure Trust/s compliance with statutory and mandatory requirements.
8. The post holder will liaise with the Emergency Planning Officer and Trust representatives, as well as external organisations to develop, implement and review the organisation’s fire emergency plan
