As the Operations Risk Control Manager, you will manage the development and implementation of all risk control measures that enable safe operation of the Elizabeth’s Line Central Operating Section, whilst demonstrating compliance with statutory, business and route performance requirements.
**Key Accountabilities**:
- Manage, through collaborative working and engagement of others, activities pertaining to the control of hazards and associated risks from operational activities to ensure exposure to imported risks are mitigated so far as reasonably practical.
- Develop risk control measures through preparation, publication and implementation of plans related to emergency and incident management, adverse weather and contingency arrangements.
- Manage and oversee the implementation of systems and processes that assess and assure the operational integrity of the network and where necessary, implement immediate corrective action to mitigate exposure to loss.
- Manage and oversee the implementation of systems and processes that assess compliance with statutory, business, security and route performance obligations and where necessary, implement immediate corrective action to mitigate exposure to loss.
- Manage the operational risk control requirements arising from changes to the infrastructure and/ or methods of operation.
- Manage the continuous development and publication of operational assurance key performance indicators for the purpose of providing assurance those requirements for maintaining the operational integrity of the network are being met.
- Undertake a periodic review of previously identified risks and evaluate existing control measures to ensure risks arising from operational activities continue to be mitigated.
- Lead and manage, as directed, investigations and enquiries into accidents, incidents and other events, to identify and record the immediate and underlying causes, recommending necessary corrective action that prevents recurrence and achieves an overall improvement in operational safety.
Knowledge:
**Essential**
- Broad and extensive knowledge of operating principles, systems and standards applicable to both mainline and metro railways.
- Understanding of strategic risk management tools and techniques.
- Management of change in an operational railway environment
- Common Safety Method for Risk Assessment
**Desirable**
- Diploma or degree in Emergency Planning.
- Accident & Incident Investigation principles.
**Skills**:
- Ability to act as a role model for the business.
- Ability to communicate and influence effectively amongst peers.
- Ability to establish a course of action for self and others, managing time, resources and surrounding circumstances to deliver objectives.
- Ability to lead joint investigations with railway industry peers.
- Ability to work externally within hazardous railway environments.
- Proficient in MS office skills, especially Word and Excel.
**Experience**:
- Experience in heavy and light railway operations from a risk control and assurance perspective
- Developing business management systems.
- Identifying hazards and implementing risk control systems.
- Leading and investigating accidents, incidents and other safety related events.
- Interfacing with internal / external stakeholders to develop and transfer complex risk control measures.
