The Infected Blood Compensation Authority (IBCA) is a new arm's-length body set up, at unprecedented pace, to administer compensation to people whose lives have been impacted by the infected blood scandal.
IBCA will ensure payment is made in recognition of the wrongs experienced by those who have been infected by HIV, Hepatitis B or C, as well as those who love and care for them. They have been frustrated and distressed by the delays in achieving proper recognition, and we must help put this right.
We are committed to putting the infected and affected blood community at the centre of every decision we make and every step we take to build our organisation to deliver compensation payments.
IBCA employees will be public servants. If successful in this role you will be appointed directly into IBCA, on IBCA terms and conditions as a public servant.
Successful applicants will join the Civil Service Pension Scheme.
Please note that the mission of IBCA means that it is likely to be operational for a period of approximately 5 to 7 years. When IBCA's work begins to wind down, IBCA employees will receive support and practical guidance to find a new role, whether in the Civil Service, another Arms Length Body (ALB), or an external employer.
Job descriptionThe Financial Accounting & Reporting Manager positions involve supporting various financial accounting activities, assisting senior colleagues, and contributing to the continuous improvement of our financial processes. You will provide expert advice for all operational decision makers, ensuring compliance with relevant accounting standards and government financial reporting requirements, helping senior leaders deliver a successful compensation service.
You will be instrumental in safeguarding the financial health while ensuring the effective operation of this newly formed, high-profile organisation. You will be pivotal in building strong relationships with senior managers, developing a deep understanding of their business, and translating complex financial information into clear, actionable insights.
Responsibilities
The successful candidate could be responsible for (but not limited to):
Reporting
- Preparation of financial statements, notes and related disclosures for annual report and accounts ensuring these are in line with financial reporting manual accounting policies and controls;
- Preparation of financial audit packs to required standards, liaising with relevant stakeholders to ensure that evidence and robust explanations are provided to support the audit;
- Supporting the business on accounting issues, ensuring that appropriate government guidance has been consulted;
- Updating and maintaining accounting policies, providing training and upskilling where appropriate;
- Liaising with stakeholders and drafting to support the Estimates Memorandum for Parliament, and additional analysis to support responses to Parliamentary Questions (PQ) and Freedom of Information requests (FOI);
- Foster a positive and inclusive team environment that promotes wellbeing, collaboration, and a supportive culture aligned with departmental values.
Accounts Payable & Cash Management
- Oversee the end-to-end accounts payable process, from requisition approval to invoice payment;
- Ensure all financial transactions comply with departmental policies, government spending guidelines, and public sector accounting standards;
- Review and approve high-value requisitions and invoices within your delegated authority;
- Liaise with suppliers and internal stakeholders to resolve payment queries and discrepancies promptly;
- Monitor daily cash flow and bank balances, overseeing the processing of all incoming receipts and reconciliation activities;
- Support the forecasting of cash requirements and assist in the preparation of cash flow reports.

Person specificationEssential criteria
- Financial & Analytical Acumen: Proven experience in a finance role with a strong understanding of financial and audit processes, compilation of annual accounts and maintenance of financial controls, coupled with excellent analytical skills to interpret data, identify trends, and draw actionable conclusions. Meticulous attention to detail and a commitment to accuracy in all financial outputs;
- Communication & Stakeholder Management: Strong written and verbal communication skills, with the ability to influence and build rapport with stakeholders at all levels;
- IT Proficiency: Advanced proficiency in Microsoft Excel and experience with financial management systems (e.g., Oracle, SAP, or similar).
- Resilience & Adaptability: Ability to work effectively in a fast-paced and evolving environment, adapting to changing priorities and managing workload effectively.
Additional information:
A minimum 60% of your working time should be spent at your principal workplace. Although requirements to attend other locations for official business will also count towards this level of attendance.
