As we continue to grow and evolve, we are now seeking an outstanding Health, Safety, Quality & Environment (HSQE) Director to lead our safety and environmental excellence across the Elizabeth line.

As HSQE Director, you will provide strategic leadership across all aspects of health, safety, quality, sustainability and environmental management. You will ensure full regulatory compliance, strengthen our safety culture, and embed best-practice risk management across our operations. This role is critical in shaping a proactive, collaborative and high-performing HSQE culture that supports operational excellence.

What you will do:

Strategic Leadership

  • Develop and implement the GTS Safety Strategy, the Annual Security Plan and the Environment & Carbon Reduction Plan.
  • Provide expert HSQE advice to the Managing Director, Executive Team and Senior Leaders to support strategic decision-making and long-term risk management.
  • Inspire a culture of continuous safety improvement and sustainability excellence across all GTS teams and partners.

HSQE Management Systems & Compliance

  • Lead the implementation and maintenance of robust HSQE management systems (SMS), ensuring full compliance with legislation, industry standards and ISO requirements.
  • Secure and manage all necessary safety certifications and authorisations under ROGS and other relevant regulations.
  • Maintain accurate, timely HSQE reporting for the Senior Leadership Team, Board, regulatory bodies and external stakeholders.

Safety Performance & Incident Management

  • Oversee the development and monitoring of HSQE KPIs, driving continuous improvement and identifying trends to inform action plans.
  • Ensure effective incident reporting, investigation and root cause analysis, implementing corrective actions to prevent recurrence.

Risk Management & Assurance

  • Ensure hazards are identified, assessed and managed effectively throughout the business.
  • Oversee risk and assurance activities, including data protection and compliance activities within the Quality team.

Stakeholder Collaboration

  • Build and maintain positive relationships with key external partners including ORR, RSSB, RAIB, RfL and Network Rail.
  • Partner closely with internal stakeholders to embed a consistent, proactive approach to safety and environmental responsibility.

Team Leadership

  • Lead, mentor and develop a newly integrated HSQE team following organisational restructuring.
  • Ensure the team is fully resourced, professionally developed and aligned to deliver excellence.

Environmental Responsibilities

  • Champion environmental performance improvements, ensuring resource efficiency and waste minimisation across operations.
  • Ensure potential environmental hazards are identified, acted upon and escalated when necessary.

What you will bring:

Knowledge & Qualifications

  • Strong understanding of rail safety risks and UK safety legislation, including the Health & Safety at Work Act 1974.
  • Knowledge of environmental and energy management systems, safety management systems and carbon/energy frameworks.
  • Recognised safety qualification (e.g., CMIOSH) with evidence of ongoing professional development.

Experience

  • Minimum five years' experience as an HSE professional within rail or a comparable high-risk industry.
  • Experience operating in complex contractual and commercial environments.
  • Proven ability to negotiate with trade unions and influence senior stakeholders.
  • Strong track record in incident investigation and root cause analysis.

  • Excellent communication and stakeholder engagement capabilities.
  • Analytical mindset with the ability to design and deliver effective HSQE strategies.
  • Ability to foster a proactive safety culture and drive continual improvement.
