Investigation and Enforcement Services (IES) directorate aims to deliver and promote a range of investigation and enforcement activities, both civil and criminal in nature, to support fair and open markets. We do this by effectively enforcing the statutory company and insolvency regimes, maintaining public confidence in those regimes, and reducing the harm caused to victims of fraudulent activity and to the business community
This is an exciting opportunity to join the Insolvency Service as an experienced operational intelligence analyst to help deliver our aim to tackle financial wrongdoing. There are opportunities to work in locations across England, Wales, and Scotland, delivering investigative support to assist in meeting our three core objectives to: tackle economic crime facilitated through companies, enforce the UK's insolvency framework and enforce the Companies Acts and associated legislation.
The post will sit within the analytical cadre of the intelligence team, part of the Investigation and Enforcement Directorate of the Insolvency Service.
Job descriptionAs an experienced Intelligence Analyst, your role will be to conduct complex and wide-ranging analysis in support of the Insolvency Service's mission and Investigation and enforcement strategy.
You will be working with often large, multiple data sources to interpret and inform on threat and identify risk, presenting data visually in a way that is easy to comprehend. The post holder will provide accurate, clear, and quality tactical and strategic analytical products that add value. The role will see the post holder working closely with the respective intelligence and investigation teams; regularly briefing on their analytical findings and providing direction and recommendations.
A core function of the role is to produce analysis to an evidential standard for use at Court. Attendance at Court to act as a witness to provide evidence is a requirement of the post.
The post holder will be supported through a dedicated analytical line management structure to provide analytical feedback and guidance to enhance their skills, with access to wider team support through forums and appropriate training.
Responsibilities
As a HEO Operational Intelligence analyst you will:
- Evaluate and assess intelligence from multiple sources, understanding the availability and suitability of each source.
- Conduct analysis to support law enforcement objectives using appropriate tools, techniques, and systems.
- Identify intelligence gaps, patterns, relationships, trends, threats, and opportunities, making inferences and developing recommendations.
- Produce and present analytical products for intelligence purposes to inform operational decision making.
- Produce and present evidential analytical products at court.
- Deliver briefings and presentations, making recommendations to support the decision making and risk management process.
- Ensure your Continuous Professional Development and capability.
- Assist with ad hoc tactical and strategic taskings and support the wider analytical team where required. This may require more proactive work; using innovative methods and identifying trends to amplify impact against some of the greatest problems affecting the Insolvency Service.
- Intelligence analysts are responsible for generating strategic, tactical, operational and investigative products to a high standard and you will work to the competency frameworks and standards set by both College of Policing and Professional Head of Intelligence Assessment (PHIA).
The successful candidate will be able to demonstrate the following skills, knowledge, and abilities:
Conducting intelligence analysis: conduct intelligence analysis and assessment, demonstrating the ability to communicate results of intelligence analysis to influence decision making. You understand the customer's requirements, the decisions that customer needs to make, and why the assessment is required in order to ensure the end product can assist and inform the decision-making process.
Gathering, organising, and evaluating information and intelligence: identify a range of intelligence sources to allow you to answer the customer's questions and identify intelligence gaps where further collection is required. Using varied sources of information and different methodologies to support decision-making. A good understanding of the use of intelligence, data, information and evidence by law enforcement agencies and the ability to evaluate it to determine its reliability and relevance.
Analysis, Tradecraft and Assessment: use creative and critical thinking skills to ensure assessments are robust, applying appropriate structured methods, techniques and approaches that are relevant to the intelligence requirement.
Communication of Intelligence Assessment: effectively communicate complex matters clearly and concisely in a manner appropriate to the audience, including through making use of effective visualisation. Has the ability to influence, negotiate and persuade.
Co-operation, Co-ordination and Challenge: build a range of effective working relationships with the most relevant individuals and organisations, both inside and outside of government. Enable and encourage effective challenge from across the community, to ensure the production of the best assessments.
Deliver at a pace independently or as a team: confidently manage multiple tasks and competing priorities, ensuring consistency of service and outputs. Completes work independently, seeking and providing support where appropriate, ensuring tasks are completed to agreed standards and timelines.
Team player: willingness to develop and support the continual improvement of the team and analytical function.
Information management: good understanding of information management and data integrity issues.
Continual Professional Development: willingness to keep up with CPD requirements.
Essential criteria
Have completed one of the following intelligence analysis courses:
- NAP – PHIA New Analyst Programme
- NIAT - National Intelligence Analysis Training
- GIAT - Government Intelligence Analyst Training
- DIAM - Defence Intelligence Analyst Module
- Intelligence analyst (level 4) apprenticeship
Or a relevant Government/Military or Law Enforcement equivalent qualification. You will need to be able to evidence that the relevant government/military or law enforcement equivalent qualification covered similar material to one of the above courses.
And
Proven experience of conducting intelligence analysis and assessment at an operational level either within the last 5 years, or currently.
Desirable criteria
- Experience of conducting financial analysis
- An understanding of financial crime and money laundering
- Court room training
- The ability to produce and present evidential analytical products at court.

Hybrid Working
Insolvency Service operates a hybrid working policy subject to business need, giving people the flexibility to choose when and where they work and collaborate with others.
Individuals are expected to work from one of the office locations stated in the advert to connect with their colleagues, as required by their role and business team needs. There is flexibility to split the working week, spending a minimum of 60% in the workplace, which includes the office, site visits, court etc.
