We are now seeking a dynamic and visionary Chief Executive Officer (CEO) to lead KWL into its next chapter of growth and innovation.

The Opportunity

As CEO, you will be the strategic and operational leader of KWL, responsible for shaping and delivering the company's long-term vision. Reporting to the Board of Directors (elected by Hull City Council), you will drive business performance, ensure operational excellence, and foster strong relationships with key stakeholders.

This is a high-impact role requiring a seasoned leader with deep experience in the construction and/or building maintenance sectors, a strong commercial mindset, and a passion for public service delivery.

Key Responsibilities

Strategic Leadership

  • Develop and implement a long-term business strategy aligned with the Board's objectives.
  • Provide clear, inspirational leadership to the senior management team and wider workforce.
  • Serve as the public face of KWL, promoting the company's reputation and influence locally and regionally.

Operational Oversight

  • Lead the delivery of services including repairs and maintenance, void refurbishments, fleet management, street lighting, specialist contracts, adaptations, gas and electrical services, and new build projects.
  • Ensure compliance with all regulatory, legal, and contractual obligations.
  • Drive continuous improvement in service delivery, customer satisfaction, and operational efficiency.

Financial Management

  • Oversee a direct turnover of approximately £70 million, ensuring robust financial controls and value for money.
  • Deliver the outcomes set out in the Company's Business Plan within approved financial parameters.
  • Identify and develop sustainable revenue streams and growth opportunities.

Stakeholder Engagement

  • Build and maintain strong, collaborative relationships with Hull City Council, clients, suppliers, and community partners.
  • Represent KWL in negotiations with external stakeholders, including Trade Unions.
  • Promote workforce development and local employment through strategic partnerships.

Essential Requirements

Qualifications

  • Degree or equivalent in management, construction, or a related discipline.
  • Active membership of a recognised professional body.
  • Evidence of ongoing professional development.

Knowledge & Experience

  • Extensive senior leadership experience in the construction or building maintenance sectors.
  • Proven ability to lead large, complex organisations with diverse service portfolios.
  • Strong understanding of UK construction regulations, economic drivers, and governance frameworks.
  • Demonstrated success in strategic planning, stakeholder negotiation, and service transformation.
  • Experience managing a large turnover and delivering measurable outcomes.
