Purpose of post
Apprenticeships are an essential ingredient of economic success and a vital tool in building a stronger, fairer and more equal Wales. Through enabling more people to achieve their full potential and raising skills levels to meet employer needs we can drive productivity and prosperity in our economy and create more resilient communities.
Working within the Social Partnership, Employability and Fair Work Directorate, this post supports development and delivery of the strategic direction and implementation of Apprenticeship policy on behalf of the Welsh Government.
Successful candidates will be matched into one of these two Apprenticeship Manager posts for the duration of the secondment or loan.
Key tasks
The post holder will lead and support work across a broad range of activity including policy development and implementation, liaison with external partners, secretariat responsibilities including Government Business.
Key responsibilities will include:
- Managing and reporting on progress and implementation against the actions in the Apprenticeship Policy Statement.
- Leading on monitoring and reporting on actions arising from Assembly Committee Report(s)
- Working with colleagues, internal and external, to manage and mitigate risks and issues in delivering the Apprenticeship Policy Statement and Committee(s) report actions.
- Evidencing achievement of actions and reporting to senior managers on progress (briefings, progress papers, impact papers).
- Measuring the success of the Apprenticeship Policy Statement in terms of meeting Well-being of Future Generation goals.
- Work with Senior Managers in scoping, drafting, finalising, monitoring and evaluating all Apprenticeship policy and legislation work
- Maintain regular communication with key partners and internal colleagues on apprenticeship projects
- Aid senior managers in the management of the Apprenticeship budget.
- Preparing briefings for colleagues on apprenticeship related matters.
- As required, represent the Welsh Government on the three-country Standards & framework Panel.
- As directed by the senior managers provide input into the framework activities of the Regional Skills Partnerships and other employer groups.
- Provide periodical evaluations of the effectiveness of Welsh Apprenticeships.
- Maintain and develop good working relationships with key stakeholders and customers such as Medr, Qualifications Wales, the Devolved Administrations, Learning Providers, Sector Bodies and employers.
- Distribute and disseminate information, as directed, on apprenticeship policy to key stakeholders across Wales.
- Draft, check, finalise and respond to Government Business related to Apprenticeships
- Undertake tasks as directed by the Senior Managers of the Apprenticeship Team.

The post offers the opportunity to be a part of the team that develops Apprenticeship policy.
This is a diverse, outward-facing role which offers opportunities to work with a range of stakeholders, both within and outside the Welsh Government. It would suit a motivated, well-organised individual, who has strong problem-solving skills and excellent attention to detail. The role will provide opportunities to develop skills in working with legislation/policy, statistics, project management and Government Business.

- These roles are available on a temporary loan basis only, for a duration of 2 years.
- A reserve list may be held for this opportunity. Any candidate who meets the required scoring and are successful in being offered a reserve status, will remain on the reserve list for 12 months and may be considered for comparable roles that may arise within the team.
- Successful candidates are expected to return to their substantive appointment at the end of this opportunity. However, there may be scope to be converted but please note conversion isn't guaranteed.
- For this vacancy a minimum score of 4 across all Behaviours and Experiences is required at both application form and interview stages
- Some travel will be required at times to visit stakeholders. There is the possibility to line manage one member of staff (EO) if desired.
- If we receive a high number of applications, the minimum acceptable score may be increased. In the event of a large number of applications, an initial sift will be conducted against the lead assessment criterion: Experience 1. Candidates who pass the initial sift may be progressed to a full sift or progressed straight to assessment/interview.

For inward loans
- This role is being offered on a lateral only basis for existing substantive HEO grade candidates.
- To be eligible candidates must be existing civil servants, appointed through fair, open and on merit recruitment, who have passed probation and have been in their substantive post for no less than 6 months at point of application.
- This is a temporary post. At the end of the loan, individuals will return to their substantive grade and pay arrangements in their home organisation.
- Prior agreement to be released on a Loan to Welsh Government must be obtained before commencing the application process. Please ensure you have line management approval/authorisation for this.

- Loanees salary would match the terms of their contract with their parent organisation. Loanees will move to Welsh Government's pay scale for the HEO grade. They will be entitled to host department's pay awards and rewards for the duration of the agreement. Salary will be based on basic salary only and does not include specialist pay or allowances as these are not automatically kept.
