Job Description

Job Purpose

This role is critical to ensuring Hft is a great place to work with a culture that enables our people to thrive. The role supports the Head of Health, Safety and Risk, in ensuring services meet relevant regulatory and organisational requirements and continually improve the safety of our service delivery and environments to ensure organisational safety KPIs are met.

Responsible for

The Health and Safety Lead is responsible for ensuring appropriate management, advice and support within in their remit, including undertaking audits, assessments and conducting Type 1 and Type 2 fire risk assessments in Specialised Housing and Residential Care Homes. Additionally, the role supports safety planning within a designated region, utilising the expertise of the wider Portfolio as required.

Key Accountabilities

Oversee and manage the day to day notifications, risk assessments and advice through Hft's Health and Safety Management System for the region in which they are assigned.

  • Supporting the region with managing accidents and incidents, by providing first line advice to services and supporting the Health and Safety Co-Ordinator with responses, signposting any significant events to the Head of Health and Safety and other relevant stakeholders (Safeguarding Lead and Quality Improvement).
  • Where required carry out accident and incident investigations to ensure the immediate underlying and root cause has been identified, lessons learned and future incidents prevented.
  • Ensuring statutory reporting of any work-related incidents that fall under RIDDOR and any follow up where required.
  • Undertaking audits, inspections, task analysis, assessments as required to ensure compliance with policies and procedures.
  • To maintain confidentiality in all aspects of the job and to adhere to Hft's Policies, Procedures and values.
  • To carry out any other duties related to health and fire safety as may be appropriate to the role.

Quality, compliance and management information

  • Safety and Risk to enable analysis, improvement and onward reporting
  • Completing Type 1 and Type 2 fire risk assessments within their region in line with the scheduled due dates, assigning actions and supporting the Head of Health Safety and Risk manage the fire risk profile for the organisation.
  • Managing all fire related risks, assessments and following up remedial actions to prevent enforcement and liaise with regulators as appropriate, involving the Head of Health Safety and Risk where there is a potential for enforcement action.
  • Monitor and regularly report on key performance indicators, management processes and compliance frameworks within areas of responsibility and take appropriate action to achieve high levels of compliance.
  • Provide management information, key insights and support to the Head of Health
  • Providing reports, pattern and trend analysis, KPIs and data management as required to support the Head of Health Safety and Risk
  • Supporting the formulation and content of policies, procedures, handbooks, safety communications and risk assessments to ensure safe systems of work.
  • Ensure that any risks associated with the Health and Safety function are communicated and managed appropriately and effectively including proactively finding solutions to mitigate risk

Relationships

  • Support Care and Support Managers to understand and achieve compliance with relevant health and fire safety regulation and requirements
  • Work with managers to ensure performance is rigorously monitored, all key issues are identified and addressed with appropriate interventions
  • Responsible for establishing, developing and maintaining productive, supportive robust and two-way transactional relationships with internal and external stake holders and partners at all levels.
  • Attend meetings and provide input to evidence organisational, regional and departmental compliance.
  • Assist the Head of Health Safety and Risk in ensuring compliance with ISO 45001 and CHAS accreditations

Operational effectiveness

  • To ensure timely evidence gathering for legal cases/ claims within their remit.
  • Work as part of rapid support teams to provide targeted support for high risk services.
  • To identify improvements in the customer service and health and safety processes to drive efficiencies whilst maintaining compliance to legislation and CQC regulations.
  • Provide assurance that the wider portfolio objectives are delivered in the services

Professional & Technical Expertise

  • Providing support and advice in relation to food safety management within their remit.
  • Undertake CPD and the required training to evidence skills are up to date and in line with IOSH/IFSM/IFE membership requirements, sector guidance and legislation.
  • Supporting Equity, Diversity and Inclusion and Wellbeing initiatives to ensure Hft is maximising the benefits of motivating and retaining a truly diverse workforce
  • Adhere to and maintain Hft's policies, standards and guidelines at all times

  • Carry out a range of duties and undertake any other duties as specified from time to time in accordance with Hft business requirements
