JOB SUMMARY

The Office of the City Council President is seeking an Operations Specialist I (Data and Policy Analyst) to support the Council's legislative, policy, and oversight responsibilities under the guidance of the Deputy Director of Oversight.

This position performs professional and analytical work requiring independent judgment in the practical application of management and analytical principles to improve operational effectiveness, evaluate agency performance, and support data-informed decision-making. The role plays a key part in monitoring City operations and budgets, evaluating programs, and providing data analysis to support oversight, accountability, and policy priorities.

Hours: Monday – Friday, 9:00 a.m. – 5:00 p.m., in-person Monday through Thursday; some evenings may be required based on hearing schedules, workload, and deadlines.

ESSENTIAL FUNCTIONS

· Conducts complex studies and analyses of City operations, programs, and services to support oversight, policy, and budget priorities.

· Collects, compiles, and interprets data from multiple sources to identify trends, assess performance, and make recommendations.

· Prepares written reports, policy memos, and presentations summarizing findings and recommendations for internal and public audiences.

· Designs dashboards, charts, and visualizations to communicate key insights to leadership and stakeholders.

· Conducts research on best practices, municipal benchmarks, and relevant policies to inform the Council's work.

· Liaises with City agencies and internal staff to gather data, maintain communication channels, and ensure accuracy of information.

· Supports oversight and legislative hearings by preparing data summaries, presentations, and briefing materials.

· Consults with supervisors and management to interpret findings and recommend operational improvements.

· Performs related duties as assigned.

MINIMUM QUALIFICATIONS

Education:

· Bachelor's degree in computer science, data science, urban planning, public policy, public administration, or a related field.

Experience:

· At least three (3) years of work experience in a related field performing analytical, operational, or policy research functions.

OR

Equivalency Notes:

· A master's degree in computer science, data science, urban planning, public policy, public administration, or a related field may substitute for two years of the required experience.

· An associate's degree and at least five (5) years of progressively responsible experience performing complex analytical support for an operational, technical, or administrative function may also be considered.

· Equivalent combinations of education and experience will be accepted.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

· Research and reference methods and techniques used in collecting, compiling, and organizing data.

· Analytical principles and techniques used in evaluating operations, programs, and systems.

· Municipal government operations, budgets, and/or legislative processes.

· Budget and financial management best practices.

· Data analysis tools (e.g., R, STATA, SPSS) and data visualization software (e.g., Tableau, Excel, PowerPoint, Prezi, Keynote).

· English usage, grammar, and report-writing standards.

Skills and Abilities:

· Strong analytical and problem-solving skills.

· Ability to collect, compile, edit, and tabulate statistical and qualitative data.

· Excellent written and verbal communication skills with the ability to prepare clear and concise reports and visual presentations.

· Ability to work collaboratively in a fast-paced, mission-driven environment.

· Proficiency in Microsoft Excel and experience using data analysis and visualization tools.

· Ability to explain and interpret the agency's purpose, programs, and operations effectively.

· Demonstrated ability to prepare and present ideas and information clearly and concisely.

· Ability to build strong working relationships with colleagues, management, and external partners.

Preferred Experience:

· Prior experience in government, nonprofit, or policy-focused roles.

· Familiarity with municipal government operations and legislative processes.

· Experience working with large datasets and/or public records.

· Interest in civic technology, open data, and innovation in government.

ADDITIONAL INFORMATION

BACKGROUND CHECK

 Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.

PROBATION

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
