Modern Slavery and Violence Prevention Programme Manager

Sandwell Council is seeking an experienced and visionary Modern Slavery and Violence Prevention Programme Manager to lead the borough's strategic response to exploitation, trafficking, and serious violence.
This is a high-profile leadership role within the Community Safety Service - responsible for ensuring Sandwell continues to deliver nationally recognised best practice in tackling modern slavery and implementing the Serious Violence Duty.
You will provide strategic and operational leadership on modern slavery, human trafficking, and exploitation, ensuring victims are protected, perpetrators are pursued, and partnerships remain strong across the public, private and voluntary sectors.
The role will lead Sandwell's Anti-Slavery Partnership and Prevention of Violence and Exploitation (PoVE) programme, aligning delivery plans with the Safer Sandwell Partnership and statutory duties under the Modern Slavery Act 2015 and Serious Violence Duty.
What You'll Do:-
- Act as the council's single point of contact for modern slavery and human trafficking.
- Lead multi-agency strategy, operations, and intelligence sharing to prevent exploitation.
- Oversee the delivery of action plans, scorecards, and performance frameworks.
- Coordinate and chair the Sandwell Anti-Slavery Partnership and SHOP (Slavery and Human Trafficking Operational Partnership).
- Integrate prevention and victim-support activity into wider community safety and safeguarding structures.
- Identify funding streams, deliver policy innovation, and represent Sandwell regionally and nationally.
- Line-manage specialist staff and provide senior briefings to directors and elected members.
About You:-
You'll be a credible, resilient leader with the ability to influence at senior levels and inspire others to act.
You Will Have
- Direct experience of leading modern slavery and human trafficking work — including National Referral Mechanism (NRM) processes and multi-agency operations.
- Proven experience within community safety, safeguarding, or exploitation contexts.
- Demonstrated success in developing and delivering strategies, action plans, and measurable outcomes.
- Deep understanding of legislation, typologies of exploitation, trauma-informed practice, and safeguarding frameworks.
- Excellent analytical, partnership-building, and communication skills.
- A strong commitment to equality, inclusion, and trauma-informed practice.
The post holder must be qualified to degree level, or be able to demonstrate significant relevant and comparable experience to the role at the level of skills and knowledge required.
