Job Description
We're seeking an H&S Advisor for an exciting UK based project The role will be mainly based in London overseeing third party contractors but there will be travel to site which is in Teesside. The role is open on a contract basis.

The UK Hydrogen and Carbon Capture and Storage projects delivery unit (UK H2 & CCS) will undertake the blue hydrogen and carbon capture and storage projects in the North East of the UK. This will consist of building the carbon transport and storage business of the Northern Endurance Partnership (NEP), building the power generating station and carbon capture plant for Net Zero Teesside (NZT) power, building the blue hydrogen project, H2Teesside, and the onshore Humber Carbon Capture Pipeline Project, which is a 130 kilometre high pressure, dense phase carbon transportation pipeline and associated above ground infrastructure, design to support decarbonization of Humber Industrial Cluster.

The Carbon Capture and Storage (CCS) projects which aims to develop a network to enable the decarbonization of a cluster of carbon intensive businesses on Humber, by 2032, and deliver the UK's first zero-carbon industrial cluster. NEP will be the UK's first commercial scale, full chain CCS project, and has the potential to capture up to 10 million tonnes (Mt) of carbon dioxide emissions per annum – making a significant contribution toward the UK reaching its net zero greenhouse gas emissions target by 2050.

The Health & Safety (H&S) Advisor role will support across the entire offshore NEP scope, including the CO2 export pipeline, subsea injection system and power and communications cable. This will include supporting detailed engineering activities with offshore EPC contractors, construction activities for the CO2 export pipeline landfall at Teesside in 2025, subsequent offshore vessel construction campaigns in 2026 and 2027, commissioning activities and start-up.

Responsibilities
Working alongside the H&S Manager and other H&S Advisers in the HSE team, the role will be accountable for:

  • Managing the Execute contractor, setting the expected standard with the contractor and working with the contractor to ensure that the works meet the standard required by the contract;
  • Working with contractors to define and agree the HSE standards, systems and processes that will be applied to the execution of work during the Execute phase;
  • Working with the contractors to identify agreed approaches to managing higher hazard activity to eliminate, prevent and control incidents from occurring based on industry best practice and best technology available;
  • Setting the culture and mindset on the site of high standards, open reporting and effective feedback and speaking up; and
  • Working with contractors to set up safe start of construction activities in Teesside and for offshore vessel campaigns
  • Managing the performance of the contractor to ensure that the safety approach is pro-active not reactive. Ensuring that future activity is risk assessed with enough time to allow the risk assessments to influence the way that work is done.
  • Working with line management to ensure that the line sets the standards and intervenes as and when required on safety.
  • Establishing excellent relationships with site based contractors to ensure that work is undertaken to agreed standards, approaches and to comply with legal requirements.
  • Overseeing contractor activity to verify that work is undertaken to the agreed standards and approaches.
  • Intervening when deviations from agreed standards and approaches are identified.
  • Having an excellent working relationship with the workforce to properly understand what's really happening at the site and that the workforce is valued, trusted and respected.

Qualifications
Essential experience and job requirements:

  • A demonstrable track record of working with contractors to influence performance and outcomes of a safe working construction site.
  • A demonstrable record of working on offshore subsea vessel campaigns with multiple trades and contractors
  • A demonstrable track record of setting standards on a site of a high class safety standard, openness, reporting and speaking up
  • Experience of HSE experience gained in the offshore oil and gas or another high hazard offshore industry, such as offshore wind
  • Familiarity and experience of working under UKCS H&S legislation (Pipelines Safety Regulations 1996, The Diving at Work Regulations 1997 etc.)

Desirable Criteria

  • Occupational Health and Safety qualification (e.g. NEBOSH, IOSH)
  • There might be the requirement to go offshore so offshore survival and medical would be benficial
  • Membership of a safety related organisation
  • A demonstrable record of working on a large complex onshore construction site with multiple trades and contractors
  • Familiarity and experience of working under The Construction (Design and Management) Regulations 2015.
