The Chief Operating Officer Group works closely with the Home Office's policy and operational commands to enable us together to deliver the department's priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.
Home Office Property Services (HOPS) are responsible for providing expert property services to the department. The estate comprises of office space, Border Force premises, warehousing, conference and residential buildings, and public access properties.
The Facilities Management (FM) Technical Asset Manager role is responsible for providing technical expertise and guidance in the management of facility operations, including statutory compliance, operational FM service delivery and asset management. The post holder will ensure alignment to government functional standards and enable FM service delivery activities to support the running of the Home Office estate, delivering a compliant, quality service and value for money.
Job descriptionOur property teams work with a variety of stakeholders within the department, across Government and with external suppliers to deliver a range of projects, change and improvements, estate management and facilities management, to support the Department in delivering our strategic ambitions of a smaller, better, greener estate in line with the Government Property Strategy, and operational and political priorities.
Key Responsibilities
- Be the first line of response and subject matter expert to support FM colleagues, stakeholders and suppliers with technical guidance, including statutory and regulatory requirements, building codes, safety standards and contractual requirements to enable successful delivery of the FM contracts;
- Provide technical guidance, training and support to enhance the skills and capabilities of the FM team and wider Home Office colleagues, mentor and provide guidance to junior members of the team and deliver knowledge sharing with colleagues and stakeholders;
- Review and update procedures, policies and standards to align with changes in regulations affecting technical and FM operations;
- Develop and support audit processes;
- Lead on the design of condition and asset survey scope in conjunction with supplier partners, and develop processes to support asset lifecycle management and asset register maintenance;
- Attend regular supplier partner, stakeholder and contract management meetings, deputising for the G6 when required; and
- Ensure timely performance reporting, monitoring, and assurance, and that all information reporting cycles are met. Be responsible for key performance management technical and asset data.
Line Management
This role will involve line management of one team member.
Working pattern
Due to the business requirements of this role, it is only available on a full-time basis.
Travel
This role will require travel to Home Office sites which would be at least monthly and could require some overnight stays.
Person specificationEssential criteria
- Experience in technical and facilities management with good knowledge of building construction, infrastructure, systems and service.
- Extensive knowledge of H&S statutory processes, Building Regulations and built environment related legislation, codes, standards and SFG20 and have leadership, team and stakeholder management experience.
- Experienced in audit processes and asset lifecycle management.
- Holds Chartered Membership, Certified or Fellow of RICS, IWFM or CIOB, or is a Chartered Engineer.
- Able to communicate with stakeholders at all levels using different communication styles to articulate benefits and establish governance and processes;
- Confident in deputising for the Grade 6 in chairing supplier, internal and stakeholder meetings.
- Have a proven ability to resolve problems swiftly and deftly. Ability to exercise good judgement to analyse situations and develop new approaches; and have excellent written and oral communication skills, using these to manage a variety of stakeholders. Demonstrating the ability to mitigate between different agendas, resolve conflict and achieve positive outcomes.
Desirable criteria
- Knowledge of Building Research Establishment Environmental Assessment Method (BREEAM) application.
- Knowledge of bringing digital innovation to asset management and maintenance.
Holds Chartered Membership, Certified or Fellow of RICS, IWFM or CIOB, or is a Chartered Engineer.
