We are seeking an experienced
Programme Manager (Loan and Grant Schemes)
to
lead the delivery of Scottish Government and other loans and grant schemes
. You will ensure efficient processes, world-class customer service, and the achievement of all targets within budget.

The team

You will be part of our services delivery team, which manages government funded loans and grants that help people make sustainable changes to their homes and transport. We're a supportive and purpose driven team that takes pride in doing work that benefits people and the planet. We work closely with colleagues across Energy Saving Trust and with external partners to ensure we deliver excellent results.

The role

This is a highly visible role with responsibility for:


• Managing programme delivery from initiation to completion, including new loan and grant schemes


• Stakeholder management, acting as a key contact for government and commercial funders


• Leading a team of up to five direct reports (and managing up to 30 in the reporting line)


• Financial management, including budget oversight and reporting, payment runs, and loan offer checks


• Process improvement and operational excellence across all schemes

You'll empower your team to develop their knowledge and skills, creating capacity to focus on strategic priorities while enhancing the customer experience.

What you'll do


• Lead programme management activities including risk identification, mitigation, and reporting


• Ensure timely and accurate scheme management information for funders


• Own the end-to-end customer journey, continuously improving processes for efficiency and service excellence


• Oversee compliance and liaise with legal teams to ensure schemes are robust and complaints are handled appropriately


• Manage recruitment, resource planning, and team development


• Work with funders to develop, implement, and close down loan and grant schemes

What you'll bring


• Proven stakeholder management and negotiation skills


• Experience in programme management, including risk management and mitigation


• Leadership skills with a focus on team collaboration and development


• Strong financial management and reporting experience


• A commitment to excellent customer service and colleague wellbeing


• Experience handling operational grant or loan administration
