The Chief Operating Officer Group works closely with the Home Office's policy and operational commands to enable us together to deliver the department's priorities. The group is comprised of different teams and professional functions, including Commercial, Finance, People, Portfolio and Project Delivery, Security, Estates and Information and Digital, Data and Technology.
This is an exciting time to join the Home Office Reward Team as we continue to review and transform all aspects of Home Office reward policies and processes. As trusted, expert professionals, our customers and HR Business Partners rely on us to deliver innovative, strategic reward solutions to support them to achieve the Department's key objectives.
This is a challenging, varied and fast-paced role reporting to a Deputy Head of Reward. As a Senior Reward Manager, you will use your expertise to make a significant contribution to the delivery of the pay and reward service and supporting the development of fair and competitive Home Office reward strategies that attract and retain for 'A Brilliant Civil Service'. You will have lead accountability for specific projects while also supporting policy development and projects across the team. The role offers a significant amount of opportunity, autonomy, and flexibility.
Job descriptionTo be successful in this role you will have worked in a reward environment. You will have a strong customer focus coupled with good negotiation skills to manage and influence internal stakeholders. You will have strong analytical skills and an eye for detail to identify, evaluate and resolve issues. You will be adaptable, able to prioritise effectively and take the initiative, while being an effective team player.
The team covers pay and reward for delegated grades and Senior Civil Servants (SCS), including:
- annual pay awards
- grading
- pensions
- allowances
- employee benefits
Key Responsibilities
Your key responsibilities will include the following:
- Designing pay models and/or collating and analysing data to develop costed options that support the annual pay award processes and reward projects.
- Reviewing current processes, refining and changing where appropriate to deliver an efficient and quality service.
- Gathering and interpreting data and insights from internal and external sources.
- Providing tailored advice to the business and stakeholders on complex pay and reward issues, including risks and options for the right resolutions for the department.
- Maintaining all aspects of policies on pay, allowances, pensions and grading.
- Drafting submissions for senior officials and responses to correspondence including PQs, FOIs and Ministerial Correspondence in line with Departmental deadlines and protocols.
- Developing and maintaining excellent relationships with key stakeholders, adding value and providing knowledgeable and timely reward advice.
Support will be available on a matrix management basis from within the Reward team.
Working Pattern
Due to the business requirements of this role, it is only available on a full-time basis. However, compressed hours are available.
Person specificationEssential Criteria
- Proven experience of reward including a track record of improvements and delivery of reward policy and/or pensions within a large, complex organisation.
- Good understanding of the public sector reward and pensions context.
- Strong analytical and data skills, including pay modelling, with the ability to critically review information and provide constructive feedback.
- Excellent interpersonal skills to develop and maintain collaborative and productive working relationships with a wide range of stakeholders, including Trades Unions.
- Experience of working at pace and delivering quality outcomes which meet customer need, and business and legal requirements.
- Managing and influencing a range of stakeholders, particularly where there have been challenges.
- Strong written communication skills, including experience of reviewing and quality assuring drafts of reports, briefings, or complex queries, challenging for accuracy.
- Organisational skills to prioritise own workload and meet potentially challenging deadlines, while maintaining a strong attention to detail.
Desirable Criteria
- A good understanding of the Civil Service reward and pensions context, including Cabinet Office and HMT requirements.
- An understanding of the business practices and procedures that enable delivery across multidisciplinary teams.

- Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all employees will be expected to spend a minimum of 60% of their working time in an office.
