Home Office Digital designs, builds and develops services for the rest of the department and for government. Every year our systems support up to 3 million visa applications, checks on 100 million border crossings, up to 8 million passport applications and deliver 140 million police checks on people, vehicles and property.

As a Senior Business Change Manager, you will have the opportunity to work at the forefront of transformation with senior internal and external stakeholders and play a leading role in delivering significant operational benefits and transformational change.

Job description

Within Home Office Digital, the Data Services and Analytics (DSA) team find innovative uses for Home Office data and contains one of the most advanced data analytics centres in Government. We strive to lead the way in appropriate and proportionate use of data and analytics to deliver joined-up, intelligent services that unlock the value from data and improve decision making, policy and operations.

What this means is a daily opportunity to work with teams across the Home Office's areas of responsibility, from borders, visas and passports, to policing and national security, with some of the largest and most varied datasets and in support of critical national initiatives.

Data Services and Analytics consist of technical and non-technical professionals from a wide variety of backgrounds; we are the hub of data expertise within the department. We support our teams with structured learning, both formal and on-the-job, mentoring and feedback.

Key Responsibilities

  • Lead business change delivery, ensuring projects achieve intended benefits and outcomes:
  • Identify and analyse stakeholders and build strong stakeholder relationships to influence adoption and support the commitment to change.
  • Assess change impacts and identify mitigating actions to ensure smooth adoption.
  • Develop and maintain change plans, monitoring progress and reporting through governance structures.
  • Create and manage communication plans for projects, ensuring clear, timely updates for all stakeholders.
  • Support the identification of benefits and plan to enable for benefits realisation.
  • Work with the project team to ensure adoption of new capabilities.
  • Identify business readiness criteria and assess readiness with stakeholders.

  • Provide expert guidance, coaching and line management, building team capability and driving high performance.

  • Produce and develop business change products, defining approach, scope, and methodology to support delivery.
  • Champion best practice, fostering stakeholder understanding and promoting a collaborative change network.

You will be expected to undertake appropriate training for the role, seeking to constantly improve performance through personal development.

Working Pattern

This role is available on a full-time basis with the option of compressed hours working. This role is also suitable for part-time working hours, with a minimum requirement to work 4 days per week due to business requirements.

Travel

Occasional travel may be required to other Home Office locations. Any associated costs will be reimbursed in line with Home Office policy.

Person specification

Essential criteria

You will demonstrate a passion for Business Change and possess the following skills or proven experience:

  • Ability to lead business change activities working collaboratively with project teams to achieve successful outcomes and stakeholder engagement, promoting best practices and providing Change Management expert guidance to colleagues.
  • Strong experience in identifying, analysing, and managing a wide range of stakeholders at all levels, ensuring engagement approaches are inclusive and accessible.
  • Support the creation of Business Change materials and tools that are fit for purpose, using inclusive language and formats to meet diverse needs.
  • Establish and maintain Business Change plans for projects, applying recognised principles and methodologies to address impacts and support smooth adoption.
  • Identifying and managing business readiness criteria and to support implementation.
  • Strong verbal and written communication skills, with the ability to translate technical jargon into easily digestible information, adapting your style to the audience.

Desirable criteria

Ideally you will also have the following skills or some experience in:

  • An understanding of Change Management principles, tools and methodologies.
  • Experience of leading complex and high-profile change initiatives.
  • Proven experience of business change and implementation in a technical environment and within a large transformation programme.

Selection process details

  1. Sift – week commencing 1st December 2025

The sift will be held on the Personal Statement and Behaviour Communicating and Influencing.

Should a high volume of applications be received, an initial sift will be conducted on the lead BehaviourCommunicating and Influencing. Candidates who pass the initial sift will then be progressed to a full sift that will consist of the Personal Statement.

  1. Interview – week commencing 5th January 2026

If you are successful at sift stage, you will be invited to an interview that will be Behaviours based questions.

In addition, candidates will be asked to prepare a presentation that will be delivered at interview, which will assess the technical skills below. Further details will be provided closer to the interviews.

The presentation will be assessed against Project Delivery Capability Framework - Government Project Delivery and will be assessed against the following Technical Skills:

  • Business Change and Implementation

The interview will take place via video, using Microsoft Teams.
