The Supply Chain Investment Unit is a new team within the Department for Energy Security and Net Zero (DESNZ), created at the request of the Secretary of State.
The Unit will provide proactive and creative leadership across government to land strategically important clean energy supply chain and port projects.
These projects will contribute to deploy clean energy projects, create jobs, boost energy independence, and ensure UK taxpayers, billpayers and communities reap the benefits of home-grown energy, to deliver the UK's Clean Energy Superpower and Growth Missions.

Supply Chain Investment Unit – Ports Investment Specialist
We are looking for an investment specialist to work on key supply chain opportunities and to lead engagement with the port sector and to support the offshore wind lead. The specialist will play a key role in assessing strategic projects and determining their viability. The successful candidate will work to identify the appropriate support route for potential ports projects; and subsequently work across government and with the relevant public funding institutions to develop solutions to land these projects.
We are recruiting to bring a specialist into the Unit to help drive forward this critical area. If you have a passion for helping to shape the future direction of the port sectors and have the drive to solve real challenges to make the UK a more prosperous place, this could be the job for you.
Person specificationIn this stretching role, you will provide sectorial expertise and lead on progressing key ports projects through to final investment decisions. You will also lead on resolving project specific policy barriers to achieve positive outcomes and work on the development of policy levers to unlock further opportunities in the port sector.
A key part of the role with be to work with stakeholders across government and the public financing institutions to develop, structure and deliver the necessary financial structures to support and incentivise private investment into port projects. You will be expected to operate with a high degree of autonomy and provide strategic direction to the Unit and key stakeholders.
Key responsibilities:
• Providing specialist port sector knowledge to assess strategically important investment opportunities. You will work with the offshore wind sector lead and alongside a multi-disciplinary team to lead the assessment and delivery of key projects.
• Assessing the commercial viability of projects by scrutinising amongst other things the underlying projects financials; key project risks and mitigants; credibility of key counterparts; level of maturity of proposals; proposed delivery timescale and anticipated level of return.

Building the team's evidence base to enable robust assessment of supply chain
investment opportunities in the port sector recognising the different types of investor and ownership models.
•
Evaluating the strategic importance of an opportunity by working with the ports sector team to appraise the criticality of the project to Clean Power 2030 and longer-term deployment goals.
• Identifying project specific policy barriers preventing the delivery of port development opportunities and working closely with sector teams in the department and other government stakeholders to maximise the levers available to enable deployment and delivery of key port projects.
• Following and improving the project assessment process to enable evidence-driven decision-making, assessing the opportunity in line with green book principles and confirming opportunities represent good value for the UK taxpayer and is subsidy control compliant.

Working closely with stakeholders across government and the Public Finance Institutions to develop bespoke and value for money financial and non-financial support options to land strategic investments.

Briefing senior officials and Ministers on specific port projects and options to deliver them.
As a line manager, you will be responsible for working with your members of staff to define their objectives, as well as managing their development and performance.
We are looking for a ports specialist with strong commercial, financial and policy acumen who can lead complex workstreams and influence at senior levels.
Essential criteria:
• Good market knowledge of the UK ports sector and awareness of the opportunities presented by the deployment of offshore wind and the other energy sectors.
•
Understanding of the different port business models and ownership structures that exist in the UK and how this impacts their approach to investment
•
Strong commercial and financial acumen, with the ability to assess different port investment opportunities and identify key risks and potential mitigations, supervise financial analysis and advise on structuring support to appropriately balance risk between the public and private sector.
• Experience of policy development in a commercial setting. An ability to weigh up pros and cons, putting forward clear recommendations, sometimes based on imperfect information.
• Strong communication skills with experience of presenting to and influencing senior stakeholders, as well as private sector companies, and partner organisations.
Desirable criteria:
Knowledge of how government support can be structured to enable private sector investment including the use of grants, loans and other financial products typically offered by Public Finance Institutions.

Alongside your salary of £55,105, Department for Energy Security & Net Zero contributes £15,963 towards you being a member of the Civil Service Defined Benefit Pension scheme. Find out what benefits a Civil Service Pension provides.
The Department for Energy Security and Net Zero offers a competitive mix of benefits including:
