Do you have the financial and operational expertise to keep a high-profile public inquiry running smoothly and transparently?

The Emma Caldwell Public Inquiry, established under the Inquiries Act 2005, is an independent investigation into matters of significant national interest. Although independent of the Scottish Government, it is largely staffed by civil servants on assignment from SG, working under the direction of the Chair, Lord Scott.

The Inquiry team is responsible for the full range of administrative and operational functions, including policy development, strategic planning, finance, facilities, security, and communications. As a public and high-profile inquiry, it will address complex and sensitive issues, requiring robust risk management and careful stakeholder engagement.

The Operations team plays a central role in the Inquiry. It leads on the sourcing and management of office and hearing accommodation, financial reporting and forecasting, core operational and business activity, and works closely with the other teams in the Inquiry to support the preparation and delivery of hearings.
 

Responsibilities 

  • Lead on all budget monitoring, payments, accruals and month-end and year-end milestones on behalf of the Inquiry, including operation of Oracle reporting and journal functions and management of ePC spend, frequently liaising with Inquiry Senior Managers and SG Sponsor Team.
  • Present accurate reporting and forecasting information providing assurance and outline variances at monthly finance review meetings with the Inquiry Chair and Secretary, and quarterly meetings with SG Sponsor Team.
  • Direct, support and authorise purchase order requests and payments, advise on and support prompt payment of invoices and co-ordinate proactive release of quarterly figures on the Inquiry website.
  • Work with the Business and Operations Manager in co-ordination of office and hearing space fit-out, subsequently establishing building management processes and facilitating ongoing servicing and maintenance.
  • Business management support to the Inquiry including Oracle position management, IT provision for staff, governance arrangements and monitoring correspondence.
