Purpose of post

The land and property team are key part of wider delivery team within the Strategic Road Network (SRN) Division. The division is responsible for the planning, operation, maintenance and improvement of the motorway and trunk road network in Wales on behalf of Welsh Ministers. One of Wales' most important infrastructure assets with a value of over £18.0bn, it is essential for supporting the Welsh Government's vision for a sustainable and prosperous Wales. The SRN is also vital to the economy, connecting people and communities, enables access to vital services and has an important role to play in sustaining and enhancing our environmental assets and supporting sustainable transport. The land and property team are responsible for the acquisition, management, disposal and any associated compensation payments for land relating to any schemes.

You will work within the land acquisition team whilst also providing support for the property management team.

The Land and Property Team plays a vital role in delivering improvements to Wales' motorway and trunk road network—one of the country's most valuable infrastructure assets, worth over £18 billion. As part of the Strategic Road Network (SRN) Division, we help connect communities, support the economy, and contribute to a greener, more sustainable Wales.

In this role, you'll be part of the land acquisition team, supporting the purchase, management, and disposal of land needed for major transport schemes. You'll also assist the property management team, helping to ensure land is used effectively and compensation is handled fairly.

This is a great opportunity to work at the heart of national infrastructure delivery, develop specialist knowledge, and make a real difference to people and places across Wales.

Key tasks

  • Undertaking the statutory processes necessary for the acquisition of land and rights and payment of compensation associated with the construction and improvement of Motorways and Trunk Roads in Wales.
  • Dealing with correspondence, queries and telephone calls from owners and occupiers of land required for road schemes.
  • Raising and authorising payments up to a limit of £250k, monitoring expenditure, and forecasting likely monthly spend on the schemes under their control following standard practices.
  • Drafting submissions for payment approval to the PLT governance panel and for approval by authorising officers.
  • Working with the Team Leaders and drafting team in the preparation of drafts and advice in relation to Ministerial correspondence.
  • Making the best use of IT, considering new systems and identifying ways to streamline procedures. Where opportunities arise, working with other Divisions and bodies to exchange ideas and best practice and develop better ways of working.
  • Undertake site visits and represent the Division in scheme progress meetings with engineers, consultants and valuers and at Public Information Exhibitions.
  • Assist with processing compensation claims under part 1 of the Land Compensation Act and disposals of Surplus land.
  • Assist and support the staff in other parts of the Branch where needed.

You will develop extensive knowledge of the legislation relating to the acquisition of land under the Highways Act 1980 and the various provisions which enable compensation to be paid to claimants under Acts including the Land Compensation Acts 1961 and 1973, the Compulsory Purchase Act 1965, the Planning and Compulsory Purchase Act 2004, and the Planning and Compensation Act 1991

In this role, you'll build expert knowledge of the legislation that governs how land is acquired for public infrastructure projects—such as roads—under the Highways Act 1980. You'll also learn how compensation is calculated and paid to landowners and claimants under key legislation including the Land Compensation Acts,

Compulsory Purchase Act, and Planning and Compensation Acts.
