Job descriptionWe are the digital centre of government, and our communications team is focused on supporting the Government Digital Service's role in setting, leading and delivering the vision for a modern digital government. The GDS communications team is part of the central DSIT communications directorate but works on GDS's unique communications objectives to support delivery of the vision set out in the blueprint for modern digital government. From boosting the use of AI in government to attracting world class talent to the Government Digital and Data profession, we work on high profile issues that are reshaping the entire public sector. Building on a historic model of embedded agile communications, our multi-disciplinary team is dedicated to the delivery of specific products and programmes within GDS. We can best deliver this by maintaining an in-depth understanding of the subject matter and audiences.
Person specificationAs a Strategic Communications Lead you'll work closely with other teams across the Government Digital Service (GDS), and the wider department, to support their objectives through effective strategic communications.
Specifically, you will:
• Provide strategic communications advice to senior policy officials. This includes identifying communications priorities, risks and opportunities and shaping policy and communications plans.
• Work effectively with colleagues across teams and disciplines to ensure exceptional planning for your portfolio area ensuring it aligns with broader cross-government communications objectives. This includes ensuring implementation of communications plans as well as tracking milestones and progress.
• Produce or coordinate accessible content and narratives with impact.
• Lead a strategic approach to GDS's narrative on the Key responsibilities digital transformation of government and the unique opportunities associated with working in the Government Digital and Data function.
- Lead the strategic planning, content creation and management of GDS owned communications channels including blogs, newsletters and social media.
- Maintain strong relationships across communication specialists working in press, digital, marketing, external affairs and across Whitehall to ensure communication objectives are met, delivered and integrated.
Key responsibilities: - Lead on a portfolio area in developing high quality strategic communications plan underpinned by robust insight and audience understanding.
- Working closely with policy colleagues to understand the priorities, horizon scanning to identify key milestones, risks and opportunities.
- Using data and insight to understand the context communications is operating in and to underpin any communications plan.
- Build exceptional communications plans, advising on most effective combination of communications levers and interventions.
- Understand and articulate the priorities of Ministers, and translate this into impactful communications.
- Working with teams across communications disciplines, across Whitehall and Partner
As a line manager, you will be responsible for working with your members of staff to define their objectives, as well as managing their development and performance.
Essential Criteria
Extensive and demonstrable experience in setting direction, overseeing delivery and measuring efficacy of communications activity.
Excellent communications and news judgement as well as written and verbal skills, particularly in explaining complex policy in a simple manner, drafting of submissions.
Involvement of managing a wide range of stakeholders and their competing priorities, including senior stakeholders, private offices, policy, and external agencies.
Experience of managing conflicting priorities working at pace to tight deadlines.
Ability to be able to see the bigger picture, prioritise and horizon scan, identifying milestones and risk
Desirable Criteria
Ability to utilise insight to influence and inform strategic communications plans.
Experience of working with external agencies to deliver.

Office attendance
The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home-based location for 40-60% of the time over the accounting period.
