Overview
The London Borough of Harrow is looking for a dedicated and knowledgeable Deputy Housing Benefit Manager to join its Collections & Benefits division. This role offers an exciting opportunity to support the delivery of a high-quality Benefits service, working closely with the Housing Benefit Manager and a skilled team of assessment officers.
The successful candidate will provide expert guidance on complex Housing Benefit and Council Tax Support cases, oversee quality assurance processes, and approve Discretionary Housing Payment applications in line with council policy. You will play a key role in reviewing supported accommodation schemes to ensure compliance with regulations and protect the council's financial interests. In addition, you will represent the council at Tribunal hearings, contribute to audit and assurance processes, and support service-wide projects aimed at improving customer experience and operational efficiency. Strong leadership, analytical skills, and a collaborative approach are essential.

About You
The successful candidate will have:
- In-depth knowledge of Housing Benefit and Council Tax Support legislation, with experience in a senior assessment role.
- Strong leadership and supervisory skills, with the ability to support and guide a team of assessment officers.
- Proven ability to assess complex cases, manage appeals and complaints, and provide consistent advice across the service.
- Experience in quality assurance processes and a clear understanding of their impact on service delivery and subsidy.
- Confidence in making discretionary decisions in line with council policy, particularly regarding Discretionary Housing Payments.
- Excellent communication and presentation skills, with the ability to represent the council at Tribunal hearings and formal settings.
- Strong IT proficiency, including Microsoft Excel and familiarity with benefits systems such as NEC Revs & Bens and Civica W2.
- Ability to work collaboratively with internal departments and external agencies to deliver joined-up services.
