The Independent Football Regulator

The Independent Football Regulator (IFR) has been established to protect and promote the sustainability of English football, for the benefit of fans and the local communities football clubs serve.

The IFR will help improve financial sustainability of clubs, ensure resilience across the leagues, and safeguard the heritage of English football. It will operate a licensing regime; set corporate governance standards and monitor, protect, and promote financial resilience. It will also enforce compliance with requirements on financial regulation, club ownership and directors, fan engagement, and heritage protection.

The IFR will also have powers to prohibit clubs from joining competitions that are not fair or meritocratic, or that threaten the heritage or sustainability of English football.

Job description

Responsibilities include:

  • Lead the ongoing development and implementation of the Regulator's strategy.
  • Lead the organisation's annual business planning cycle including reporting to CEO, Board, stakeholders and the public, contributing to the IFR's Annual Report.
  • Provide high-quality analysis and advice to the CEO, Board and others on strategic issues – and lead or contribute to cross-cutting projects.
  • Monitor external developments across football, sport, and the wider regulatory landscape to identify emerging risks, opportunities, and policy implications.
  • Work with the Department for Culture, Media and Sport to further develop the Regulator's relationship with Government as a Non-Departmental Public Body.
  • Line manage and develop team members, promoting a collaborative, inclusive, and high-performing culture.

Essential Requirements

  • Proven experience in developing and delivering organisational or policy strategy in a complex or regulated environment.
  • Strong analytical and problem-solving skills, with the ability to interpret complex evidence and provide clear, strategic recommendations.
  • Excellent written and verbal communication skills, with experience preparing high-quality papers and briefings for senior decision-makers.
  • Strong stakeholder management and influencing skills, with the ability to build relationships across diverse groups.
  • Demonstrated ability to work collaboratively across teams and lead projects that deliver measurable strategic outcomes.

Desirable Skills

  • Knowledge of the football sector, its governance structures, and the challenges facing the game.
  • Experience working within government, a regulator, or a public body on strategic or policy development.

The Interview

The interview process will assess experience through competency questions and a presentation. Full details of this, including the topic, length of time, and whether or not you will need to use visual aids, will be sent to you prior to your interview.

Prior to the interview you will be sent the competency questions in advance. The questions will be based on the essential criteria listed above

Your interview will take place remotely via Teams.

A reserve list may be held for a period of 12 months from which further appointments can be made.
