Programme Assurance Officer

Manchester M BG, United Kingdom Transport for Greater Manchester Full time £569,268 - £630,792 per year

Are you passionate about delivering high-impact infrastructure projects that improve lives and communities? If so, now's the time to join us at Transport for Greater Manchester

We're leading one of the UK's most ambitious transport transformations, investing over £2.5 billion in infrastructure over the next five years. From new bus interchanges and tram extensions to electrification and active travel schemes, we're building the future of transport, right here, right now

Your Role

As a Programme Assurance Officer in our Audit, Risk and Assurance Team, you'll play a key role in ensuring the successful delivery of major infrastructure projects across Greater Manchester.

You'll work independently and collaboratively to provide high-quality assurance services to our Executive Team, engaging with Project and Programme Managers, technical experts, and senior stakeholders. Your focus will be on construction-led transport infrastructure projects, not IT systems.

Your responsibilities will include:

  • Supporting the delivery of our Integrated Assurance Strategy
  • Leading and contributing to Gateway Reviews, Health Checks, and other assurance activities
  • Producing robust, independent assurance reports on project and programme delivery

For more info see Job Profile below.

Who are we?

Welcome to the Risk and Assurance Team at Transport for Greater Manchester (TfGM) - a dynamic and forward-thinking organisation at the heart of one of the UK's most ambitious transport transformations. We provide independent assurance to TfGM's Executive and the Greater Manchester Combined Authority, helping to ensure the organisation has strong foundations to successfully deliver a large, complex, and technically diverse portfolio of capital and revenue projects.

We undertake assurance activities across our extensive portfolio of projects and programmes covering a significant number of areas within the different modes of transport infrastructure throughout Greater Manchester including Bus infrastructure, Metrolink, Rail, Electrification, Interchanges, Zero Emissions, Clean Air, Active Travel and Business Change just to name a few

We're proud to support projects that make a real difference to people's lives, ensuring they're delivered on time, within budget, and with the customer at the heart of everything we do.

What you'll bring

We're looking for a versatile and experienced project professional with a strong background in construction related infrastructure delivery.

To thrive in this role, you'll bring:

  • Solid experience across the full lifecycle of infrastructure construction projects, ideally within transport or public sector capital programmes
  • Strong knowledge of project and programme management tools and methodologies
  • A keen eye for detail, with the ability to identify risks and opportunities and provide clear, evidence-based recommendations
  • Excellent communication skills, with the confidence to engage and influence stakeholders at all levels
  • The ability to work independently and collaboratively, using your initiative to deliver high-quality assurance services

You'll be comfortable working across a diverse portfolio and engaging with a wide range of professionals, from Project Managers and Technical Experts to Sponsors and Senior Responsible Owners.

What we can offer you

This is a permanent role with a salary of £47,539 - £52,866 depending on skills and experience.

  • Local Government defined pension scheme with life cover of 3x salary and options to boost your contributions.
  • Enhanced family-friendly leave policies, including those supporting fertility treatment, alongside flexible and hybrid working and a special leave policy to support a range of unexpected events.
