Technical Programme Manager, Delivery Assurance

About the Role
We are seeking a highly experienced Technical Programme Manager to carry out Delivery Assurance within our Group Investment Management Team. This pivotal role will lead delivery assurance activity comprising review and challenge of sophisticated technical transformation programmes, which in practice means identifying 'what's going wrong' and working out 'how to fix it' at the earliest opportunity. Additionally, you'll review programmes to ensure alignment with the Group Delivery Disciplines (GDDs) and focus on driving continuous improvement across the change portfolio.
The Technical Programme Manager, Delivery Assurance will input into the Group Investment Committee (GIC), providing insights on delivery assurance findings, and remediation actions. This role requires a blend of strategic oversight, hands-on programme assurance, and customer engagement across internal and external partners.
Key Responsibilities
Using your experience in the Software Development Life Cycle (SDLC) delivery, carry out assurance on technical programmes
Lead and coordinate deep-dive delivery assurance reviews on complex and technical programmes
Identify early indicators of delivery risk and support root cause analysis and resolution planning
Track and report on delivery assurance-related Capex recovery
Provide regular updates to the GIC on delivery assurance findings, risks, and remediation progress
Engage with Delivery Portfolios to monitor delivery assurance compliance.
Collaborate with the Transformation Community to communicate delivery assurance expectations and share insights
Build and maintain relationships with external delivery assurance specialists to support technical, design, and engineering reviews
Identify programmes requiring enhanced delivery assurance through system-driven metrics and performance indicators
Drive the evolution of Group Delivery Disciplines based on delivery assurance insights and lessons learned
Promote best practices and knowledge sharing across the investment and transformation communities
Required Experience & Qualifications
Proven experience of delivery using the software development lifecycle (SDLC)
Project management methodologies including agile, waterfall and hybrid project management (qualifications or equivalent certifications crucial)
Confirmed experience as a Programme Director or senior-level Programme Manager, with hands-on experience of delivering complex transformation programmes including large system implementations
Validated experience in a senior delivery assurance role within a complex, multi-programme environment
Strong understanding of capital investment governance, delivery frameworks, and risk management
Ability to lead deep-dive reviews and influence senior customers
Experience working with external delivery assurance providers and running third-party assurance engagements
Familiarity with engineering and technical quality assurance practices, including delivery and testing metrics and root cause analysis
Familiarity with Product Management principles
Experience and Qualifications Required
Strategic problem solver with strong analytical and problem-solving skills
Excellent communication and stakeholder management abilities
Ability to work across multiple programmes and adapt to changing priorities
Deep understanding of delivery methodologies and assurance frameworks
Collaborative leadership style with a focus on continuous improvement
