Area Planning Service Manager

ROLE PURPOSE:
To manage and lead professional teams responsible for the day-to-day delivery of development management functions and to support the effective management of the Area Planning Team (North) and planning enforcement functions, ensuring agreed service plans and performance targets are delivered and that a culture of putting our residents first and continuous service improvement is maintained.
The post-holder will be responsible for managing the development and operational performance of the Council's Area Planning Team (North) including the planning enforcement functions, providing a clear vision and strategy for the delivery of services including the processing of planning applications, with a focus on continuous improvement.
A. Job Description
- People Management
Oversee the operational management of Area Planning Team (North) including the planning enforcement functions fostering a high performance culture whilst also applying HR policies fairly and consistently.
To ensure all team members receive the appropriate level of communication to maintain engagement with the overall objectives within Development Management.
To deputise for the Head of Development Management where required.
- Customer Management
To demonstrate understanding of the Council's Customer Care Standards and ensure that these standards are met in order to deliver the Council vision of 'putting our residents first'.
To represent Development Management in liaising with partners, stakeholders and customers in relation to the delivery of development management functions.
To be responsible for maintaining and further developing constructive working relationships with all partners, stakeholders and customers (internal & external).
To ensure opportunities to utilise e-planning initiatives are maximised to deliver streamlined customer focused services.
1. QUALIFICATIONS
A planning degree and eligibility for membership of the Royal Town Planning Institute.
Management qualification e.g. ILM, or willingness to work towards management qualification.
Project Management Qualification (Prince 2).
2. STATUTORY or ROLE SPECIFIC REQUIREMENTS
To attend Council meetings and meetings with the Public outside working hours.
Capacity and willingness to work flexibly outside normal business hours in response to service needs.
Must have a valid UK Driving Licence.
3. EXPERIENCE
Extensive experience (5 years +) of the end to end process of managing Planning Teams within a local government setting.
Experience of managing effective teams.
Experience in the effective management of contractors/consultants.
Experience in preparing and managing budgets.
Experienced in successful change management.
Experience of partnership working to deliver successful outcomes.
4. KNOWLEDGE & SKILLS
Extensive knowledge and understanding of the statutory functions of local planning authority.
Ability to keep abreast of changes in legislation and update practices accordingly.
Demonstrable effective Customer Service skills.
Ability to work in a systematic way paying attention to detail and work to critical deadlines.
Ability to build and develop high performing teams.
Extensive knowledge of planning legislation including S106/CIL.
Job Type: Temp to perm
Contract length: 6 months
Pay: £49.00-£55.00 per hour
