This is a unique opportunity for an experienced and autonomous clinical professional to lead on the delivery of a specialised, high-complexity public health initiative—the nationally directed Lung Cancer Screening (LCS) programme (formerly Targeted Lung Health Check, TLHC). Designed to reduce health inequalities and improve outcomes through the early detection of lung cancer, this programme targets areas of deprivation, late-stage presentation, and high mortality, offering low-dose CT scans where clinically indicated.
The Responsible Assessor (RA) will act as a clinical leader, responsible for operational, strategic, and governance oversight of the LCS programme within Lincolnshire, as well as working collaboratively with cluster partner RA's to provide resilience across cluster programmes. Working at a high level of complexity and autonomy, the RA will ensure that the patient pathway is robust, clinically safe, and efficient. This includes managing referrals and abnormal findings across both screening-identified and conventionally referred patients and ensuring integration across complex, multi-agency systems.
The RA will lead on the clinical standardisation of practices across screening sites, supporting and participating in virtual Screening Review Meetings (SRMs), and will exercise advanced clinical judgement in line with national policy and clinical governance frameworks. They will be accountable for facilitating clinical decision-making in SRMs and for ensuring that contentious or highly sensitive clinical information is communicated with precision, tact, and professionalism.
NHS Lincolnshire Integrated Care Board (ICB), is a statutory organisation bringing the NHS together locally to improve population health and establish shared strategic priorities within the NHS.
This role will work as part of a wider Cancer Team for Lincolnshire Integrated Care System (ICS) in delivering the Lung Cancer Screening programme.
This role may be subject to future departmental transfer/change within the local NHS system as a result of nationally mandated restructuring.
This is a pivotal clinical leadership role requiring a high level of expertise, with specific responsibilities for strategic oversight of patient safety, complex operational delivery, and programme-wide clinical governance. The post holder will exercise a significant degree of autonomy, often making highly complex clinical decisions involving sensitive or contentious information, while contributing to the delivery of a national cancer screening programme.
- Lead the planning, coordination, and oversight of lung cancer screening activities, ensuring effective case prioritisation, patient pathway review, and clinical governance across multiple sites.
- Exercise clinical and analytical judgement in assessing complex patient cases, delays, and pathway performance in alignment with national policy and Cancer Waiting Time standards.
- Represent the programme in multidisciplinary meetings, strategic forums, and service development initiatives, advocating for patient-centred improvements and compliance with the programmes standards.
- Develop and implement operational strategies to manage demand and improve efficiency through audit and evaluation of complex quantitative and qualitative data, supporting long-term transformation of the lung cancer screening services.
Manage key relationships with multiple and complex stakeholders' groups to ensure the programmes efficacy as part of a wider health system.
