Internal Redeployment Only - IT Demand and Resource Officer
Cardiff University is embarking on an ambitious journey to transform the way it delivers and leverages digital technologies across the institution. As part of this strategic evolution, we are creating a new function within the University that will help the department understand the demand for digital and IT services and support the allocation of resource to deliver they University's priorities. We are seeking an IT Demand and Resource Officer to support the shaping of how we plan, prioritise, and deliver IT services that support our academic, research, and operational excellence.

You will support colleagues across the department and beyond to align IT capacity with the University's strategic goals—ensuring that our digital transformation initiatives, strategic developments, and business-as-usual activities are supported by the right people, with the right skills, at the right time.
In this role, you'll work closely with stakeholders across academic departments, professional services, and central IT to support management of demand and optimise use of our resources. You will actively support Cardiff University to deliver value through technology—enhancing our students experience, enable cutting-edge research, and operational efficiency.
This post is full-time (35 hours per week) and open ended.
Salary: £41,064 - £46,049 per annum (Grade 6). Appointments to roles at Cardiff University are usually made at bottom of scale unless in exceptional circumstances.

Key Duties
• Provide professional advice and guidance on IT resource and demand management processes and procedures to stakeholders, both to internally across the institution and external partners.
• Understand the requirements and priority for IT and digital services arising from strategic developments, digital transformation initiatives, and business as usual activity.
• Support the identification and impact assessment of emerging demand for IT workload demand and advise on the impact to existing resource plans for strategic IT developments, digital transformation initiatives, and business as usual activity.
• Maintain a register of skills, experience and knowledge within the University IT staff community for the purposes of workload planning, identifying any training needs and skills gaps.
• Ensure the provision of effective and responsive resource management services to the institution, proactively adapting delivery to meet evolving customer and project requirements.
• Within the scope of IT demand and resource management, use judgement and creativity to recommend appropriate actions and ensure complex issues are clearly understood.
• Investigate and analyse specific issues related to IT capacity, workforce planning, and project demand, producing evidence-based recommendations supported by sector best practices.
• Create and lead working groups across the University to support the delivery of IT/Digital portfolio and resource planning objectives.
• Establish working relationships with key contacts across IT Services, academic schools, professional departments, and external partners, developing appropriate communication links to support role objectives.
• Develop and deliver training and guidance on resource planning tools, processes, and systems to colleagues across the University.
• Instruct and guide other employees across the University in matters related to IT resource and demand management as required.
• Plan and deliver specific small-scale projects, co-ordinating and supervising project teams created as needed.

Essential Criteria
Qualifications and Education
1. Degree/NVQ Level 4 or equivalent experience.
Knowledge, Skills and Experience
2. Substantial experience of working within IT resource or workforce planning.
3. Demonstrated professional knowledge of IT demand and resource management to provide advice and guidance to internal stakeholders.
4. Proven experience in developing and implementing new planning and prioritisation processes and procedures.
Customer Service, Communication and Team Working
5. Ability to communicate conceptually detailed and complex information effectively and professionally with a wide range of people.
6. Evidence of ability to explore customer needs and adapt services to ensure high-quality delivery.
7. Proven ability to develop networks and contribute to long-term strategic developments.
Planning, Analysis and Problem Solving
8. Evidence of ability to solve expansive problems using initiative and creativity, identifying and proposing both practical and innovative solutions.
9. Demonstrable knowledge of key advances and tools in IT resource and demand management.
10. Evidence of ability to undertake and deliver specific projects and supervise short-term project teams.
Desirable Criteria
1. Postgraduate/professional qualification.
2. Experience of working in a Higher Education environment.
3. Fluency in Welsh, written and oral.
4. Management qualification in ITIL, or similar.
