Ensuring that Children and Young People are receiving a suitable education is one of the most important duties of a Local Authority. This role will focus on additional scrutiny and support for those children and young people who are Electively Home Educated or who are Children Missing from, or missing out on Education.
You will work to engage and track those children and young people who are Home Educated, considering the reasons and alternatives when requests to leave school roll are made, ensuring that parental plans are provided in a timely and sufficient manner and engaging families positively when this is not the case, including through home visits. When an education is not suitable you will make recommendations that a School Attendance Order should be served to ensure an education is then provided by a school. You will have a good understanding of the reasons why families choose to Home Educate and develop innovative ways of supporting and engaging these families.
You will support the School Attendance Advisor in considering those students who are Missing from Education and ensure that the Local Authority meets its statutory duties in this area. This will include following up on information around pupil movement both within and outside the local authority, and at times moves overseas. You will maintain an over view of those pupils missing out on education due to Reduced Timetables, or placements in Alternative Provision and consider those pupils without a school offer linking to the Admissions Team and Fair Access processes.
This role offers a key safeguarding opportunity within the city to ensure our children and young people are accessing education that is suitable and secure. You will be passionate about achieving this for all children and young people, and particularly for those with additional vulnerabilities, and will be committed to working in a Support First culture as you engage families and individuals in our collective care.
The Council is committed to investing in the talent and wellbeing of our staff and can offer a generous annual leave allowance, access to the Local Government Pension Scheme, comprehensive Health & Wellbeing initiatives and a reward package which recognises your contribution. We can offer flexible working practices, community engagement and volunteer activities and, as part of our commitment to you, promote continuous Learning & Development. In addition we also offer a growing range of discounts, rewards and savings.
This role is suitable as a job sharing position.
Hybrid working arrangements are available for this role. Each role at CYC is different and your working arrangements will be determined based on the requirements of the role and in collaboration with you and your needs as part of the recruitment process. Your contractual location will be the designated council office for your team.
City of York Council is committed to safeguarding and promoting the welfare of children, young people and vulnerable adults and expects all employees and volunteers to share this commitment. We require the successful candidate to undertake an enhanced Criminal Record check via the Disclosure and Barring Service.
As this role is public facing, applicants will need to demonstrate, at interview, their competency to converse and provide advice and guidance to members of the public, in spoken English to CEFR level C1: Can express themselves fluently and spontaneously, almost effortlessly. Only a conceptually difficult subject can hinder a natural, smooth flow of language.
