Associate Director of Commercial and Social Value

The Associate Director of Commercial & Social Value provides strategic leadership and expert guidance on all aspects of commercial procurement, contracting, and Social Value for the organisation. This post plays a pivotal role in ensuring value-for-money procurement decisions align with environmental sustainability goals, Welsh Government targets, and organisational objectives .
As the Associate Director of Commercial & Social Value , you will:
Lead the development, delivery, and continual improvement of commercial strategies aligned to procurement and Social Value .
Oversee complex commercial negotiations and high-value procurement programmes.
Drive innovation and carbon reduction through sustainable procurement practices.
Collaborate with internal and external stakeholders to align procurement practices with national Social Value policy and legislation.
Working in collaboration with health boards, government, clinical leaders, and digital programme teams, the postholder will develop and deliver strategies to measure and improve value across digital services, champion NHS Wales' net zero ambitions, and shape national policy and investment decisions.

Ability to work flexibly, including hybrid working arrangements.
Travel throughout Wales as required .
Participation in on-call management rota

Digital Health and Care Wales (DHCW) is an expert national body and part of NHS Wales. We work in partnership with NHS Wales colleagues and other key stakeholders to provide national digital and data services which support the delivery of health and social care in Wales. Modern health and care services depend on good digital tools, data and information. DHCW runs or works with more than 100 services and delivers major national digital transformation programmes to support this. In addition, DHCW provides expert advice in relation to cyber security and information governance. We give frontline staff the digital tools which help them provide safer and more efficient care. We are also giving patients and the public digital tools to better manage their own health and wellbeing, empowering people to live healthier lives. Provide organisation-wide leadership on commercial and Social Value , driving a culture of outcome-focused, cost-effective, and environmentally responsible service delivery.
Lead the development, implementation, and monitoring of DHCW's Commercial and Social Value strategy , aligned to Welsh Government and NHS Wales objectives .
Advise the Executive Team and Board on strategies and performance related to commercial and Social Value .
Manages strategic risks in relation to supplier performance and delivery to ensure efficient and effective digital services
Influence and support system-wide adoption of patient-centred and carbon-conscious decision-making frameworks.
Lead a multi-disciplinary team responsible for commercial and Social Value .
Provide professional leadership to procurement and Social Value specialists.
Develop workforce capability and succession planning for commercial and Social Value roles.
Champion Social Value across all levels of the organisation.
Responsible as line manager for the commercial team and additionally as the lead for DHCW's multi-disciplinary social value teams across the organisation
Responsible for the delivery of social value training across DHCW and national leadership on digital social value
Responsible for initiating and developing Social Value related R&D programmes, which have an impact outside the organisation for example across NHS Wales or in collaboration with key strategic partners.
