The project has started construction and is now seeking private investment. When completed, it will provide dependable electricity to 6 million homes for 60 years, which along with renewables, will support Britain to achieve Net Zero by 2050.
Job Purpose / Overview:
Working in both client facing and internal roles we are delivering major programme and project management capabilities throughout the project lifecycle. We are driving to deliver safe, high quality and to time solutions by thinking innovatively and working collaboratively.
The Site Operations Infrastructure & Utility Service Manager reports directly to the Site Operations Site Lead and is responsible for the management and implementation of two key service contracts. The Infrastructure & Utility Service Manager supports activities across the Project relating to the construction, operation, and maintenance of designated temporary infrastructure to support the delivery of the main works. It includes on site supervision and forward planning of works with our team of Tier 1 contractors. It also includes capturing all aspects of CDM, the safe and efficient delivery of the works to support the successful delivery of the project.
In summary, this is the operation and maintenance of temporary and permanent assets required to support the wider delivery of the project. The breadth of scope may include but is not limited to the works outlined in the service information for each contract. The infrastructure and utilities will be installed by others and handed over to the Site Operations Team to operate and maintain. The two packages are as follows.
- Infrastructure Operation & Maintenance contract – commencing November 2025 circa £50 million total package.
- Utility Operation & Maintenance contract – commencing January 2026 circa £50 million total package.
The Site Operations Infrastructure & Utility Service Manager is responsible for ensuring the safe, efficient delivery of a substantial support service to the wider project in accordance with all safety, quality, time and cost parameters to meet the needs of the construction project. The Site Operations Infrastructure & Utility Service Manager will manage all aspects of the infrastructure and utility contracts to ensure they are delivered to plan and within cost as well as managing change.
The Site Operations Infrastructure & Utility Service Manager will have a support team consisting of delivery leads managing the day-to-day activities of the respective contractors to ensure the high levels of health and safety and ensuring we provide a high service level in line with cyclical maintenance schedules and compliance with statutory licences and permits.
The role would suit someone who has experience on a major project working within a highly regulated environment with experience managing national contractors on muti million-pound packages of work.
Principal Accountabilities:
- Manage day to day the provision of a critical live infrastructure support service to a construction workforce of circa 8,000.
- Manage and be directly responsible for the infrastructure operations and utility maintenance service contract valued at circa £100m [full project lifecycle]
- Support the contract partners in their delivery of the works packages to enable efficient delivery of the of their sections works.
- Recommend temporary measures to mitigate against safety and / or quality concerns. Follow up by taking appropriate and proportionate action (e.g. issue communications, call meetings) to avoid the halt of works.
- Monitor works on site and input into the construction daily report to ensure information is reported up through the organisation
- Proactively communicate with other site teams (H&S, contract, project controls, logistics) and other Delivery Leads to maintain good communication links, and ensure activity is well and timely reported.
- Ensure clear, two-way communication with the Area managers so that all activity and issues are directed appropriately
- Ensure the contract partners team are fully competent to perform their assigned roles – and that any shortfalls are reported to the Service Manager without delay
- Develop and implement plans to ensure service delivery meets or exceeds the expectations and project work schedule
- Ensure early intervention to avoid any escalation of issues affecting service delivery by working in the spirit of a 'one team approach'
- Experience of working with and developing budgets, schedules and scope of works.
- Provide monthly reporting on performance & budget to the wider management team.
Knowledge, Skills, Qualifications, Experience:
Essential
- Management [or leadership] experience in a highways maintenance or similar construction service led environment.
- Experience of working in a high security environment.
- Experience in managing multiple teams.
- Must be confident in own abilities and be able to deliver in a dynamic environment.
- Willingness to learn from both successes and failures.
- Proven experience within a large complex project environment.
- Excellent communication skills and able to strike up effective working relationships.
- Must be willing to work with our local supply chain partners in a collaborative environment.
Desirable
- HND standard education in a related subject or related experience and skill set.
- Previous experience within fast paced construction.
- Previous experience with statutory permits & licences
- Previous experience with construction Quality Control & Assurance
- Microsoft Project & Office Packages
- Experience in NEC 3 TSC contracts
- Experience of working with and developing budgets.
