Role Details:

The programme Planning and Consenting Manager will be responsible for leading and managing all day to day aspects of planning and consenting for the Programme covering both terrestrial and marine environments. The role will ensure the timely preparation, submission, and determination of all necessary planning applications, marine licences, consents, and exemptions required for programme delivery.

Key Responsibilities:

Planning and Consents Management

  • Lead and manage the full lifecycle of planning and consenting activities across both terrestrial and marine environments.
  • Prepare, coordinate, and submit all necessary planning and consent applications, exemptions, and notifications in collaboration with design, construction, technical services partners and client partner organisations.
  • Prepare and coordinate Environmental Impact Assessment (EIA) screening and scoping requests and manage associated technical assessments.
  • Manage prior approval notifications, marine consent submissions, and terrestrial planning applications on behalf of the MOD and Defence Infrastructure Organisation (DIO).
  • Prepare and submit applications for consents and exemptions alongside DIO Technical Services, with input from design and construction partners.
  • Provide specialist advice on town planning, marine licensing, and Environment Agency permitting, ensuring that all statutory and regulatory obligations are identified and addressed.

Stakeholder and Consultation Management

  • Develop, agree, and oversee public consultation strategies through stakeholder engagement partners, ensuring statutory compliance and effective community engagement.
  • Liaise proactively with regulators, planning authorities, Scottish Marine Directorate, the Scottish Environment Protection Agency and other statutory consultees to facilitate the consent process and resolve issues.

Risk and Compliance Management

  • Maintain and manage the Planning and Consenting Risk Register, identifying potential risks to schedule and delivery, and developing mitigation strategies.
  • Monitor and ensure compliance with planning conditions, environmental obligations, and consent requirements throughout the programme lifecycle.
  • Provide strategic advice on planning and consenting risks and opportunities to senior management and programme stakeholder

Appeals, Reviews, and Legal Processes

  • Prepare and submit planning appeals as necessary, in collaboration with DIO Technical Services and delivery partners.
  • Support interventions in potential judicial review cases or related legal proceedings, working alongside DIO Technical Services and legal advisors.
  • Manage and coordinate responses to statutory or legal challenges to programme consents, ensuring timely and effective resolution.

Collaboration and Support

  • Work closely with design and construction partners to ensure that engineering and environmental design development aligns with planning and consenting requirements.
  • Provide planning and consenting input into programme governance, programme reporting, and strategic decision-making.

Position Requirements:

Essential

  • Degree in Town Planning, Environmental Management, Marine Planning, Environmental Science, or a related discipline.
  • Chartered Membership of a relevant professional body (e.g., RTPI, IEMA, or equivalent).
  • Proven experience managing complex planning and consenting processes for major or nationally significant infrastructure programmes, ideally within regulated or defence environments.
  • Strong understanding of the UK planning system, marine licensing regimes, and environmental permitting processes (including SEPA requirements).
  • Demonstrated ability to prepare and manage EIA screening and scoping, planning applications, and marine licence applications.
  • Experience advising on town planning, marine consents, and environmental permitting at both strategic and programme levels.
  • Excellent stakeholder management and consultation skills, with experience liaising with statutory bodies, regulators, and local authorities.
  • Strong project management skills, with experience maintaining and reporting on risk registers and programme milestones.

Desirable

  • Experience working with or on behalf of the Ministry of Defence (MOD) or other UK Government departments.
  • Familiarity with Defence Infrastructure Organisation (DIO) procedures, approvals, and governance frameworks.
  • Knowledge of judicial review and planning appeals processes.
