Health And Safety Manager

We Build Recruitment are now recruiting for a Health and Safety Manager on behalf of our client, a leading North West based Mechanical and Electrical Consultancy.

The Role:

To lead, manage and continuously improve all aspects of Health, Safety, and Wellbeing across the business. The Health & Safety Manager will develop statutory and project-specific documentation (RAMS, WPPs, Toolbox Talks), undertake planned and reactive site audits, manage corrective action close-out, support Project Managers and Site Managers, and ensure the business maintains full compliance with CDM 2015, BSA 2022, client frameworks, and all internal procedures.

Key Responsibilities:

Health & Safety Documentation

• Lead the development, review and approval of:
• RAMS (Risk Assessments & Method Statements)
• WPPs (Workplace/Work Package Plans)
• TBTs (Toolbox Talks and Safety Briefings)
• COSHH assessments
• Safe Systems of Work
• Fire Safety documentation, including temporary fire plans
• Permits to Work, where required
• Work with project and site teams to ensure all documentation is bespoke, accurate, and aligned with client expectations (ACC, SharePoint or email distribution).

Site Inspections & Audits

• Carry out regular H&S site audits, ensuring compliance with:
• Internal procedures
• Client standards
• CDM 2015 & BSA 2022
• Fire compartmentation and passive fire-stopping principles
• Produce concise audit reports including photographs, non-conformances, risk ratings and required actions.
• Upload findings to the business action tracker and follow up until fully closed out.

Behavioural Safety & Culture

• Promote a proactive health & safety culture focused on positive intervention and safe behaviours.
• Coach Site Managers and Supervisors on best practice.

Compliance & Governance

• Ensure all projects comply with:
• CDM duties as PC and Contractor
• Building Safety Act 2022 requirements for the Golden Thread
• RIDDOR reporting
• Environmental and waste management obligations
• Maintain the H&S elements of Constructionline, CHAS, SSIP and client PQQs.

Incident Management

• Lead accident/incident investigations, complete root cause analyses (5 Whys, Fishbone, etc.) and prepare reports for senior management.
• Recommend corrective and preventative measures to avoid recurrence.

Training & Competency

• Maintain and update the Training & Competency Matrix for all staff and subcontractors.
• Identify training gaps and coordinate external courses (first aid, SSSTS/SMSTS, IPAF, PASMA, asbestos awareness, fire safety, etc.).
• Verify trade competency (ECS, JIB, CSCS, plant tickets, etc.) prior to mobilisation.

Subcontractor Management

• Review subcontractor RAMS and H&S documentation.
• Work with project teams to ensure subcontractors comply with site rules, PPE requirements, and statutory obligations.
• Support onboarding and pre-qualification checks.

Reporting & Continuous Improvement

Produce monthly H&S performance reports including:

• RIDDOR/incident stats
• Audit scores
• Closed/open actions
• Observations
• Near misses
• Identify systemic issues and recommend improvements to processes, training and culture.

Skills & Experience Required

Essential

• NEBOSH General Certificate (minimum)
• Experience in mechanical, electrical or general construction environments
• Strong knowledge of CDM 2015 and BSA 2022
• Strong auditing, reporting and investigation skills
• Excellent communicator, confident leading briefs and coaching site teams
• Experience writing RAMS, WPPs and COSHH assessments
• Full UK driving licence

Desirable

• NEBOSH Construction Certificate
• TechIOSH or GradIOSH working towards Chartered status
• Fire Safety qualification (IFE, Fire Door Inspection, Fire Compartmentation awareness)
• Experience with digital systems (Fieldview, ACC, SharePoint, , PowerBI)
