As Director of Older Adults and Urgent and Emergency Care, you will report directly to the Executive Director of Adult Social Care and Health and play a pivotal role in Birmingham City Council's transformation journey. Sitting on the Executive Directorate Management Team (EDMT), you will lead a portfolio that includes urgent and emergency care, neighbourhood health, continuing health care, hospital discharge and flow, locality‑based social care teams, and occupational therapy.

This is a senior leadership role with significant scale and impact. Your leadership will ensure operational excellence, safeguard vulnerable adults, and deliver services that promote independence, wellbeing, and choice, while driving efficiency and innovation across the system.
Key Responsibilities
- Strategic Leadership: Translate the Council's vision into operational plans, driving transformation and innovation across adult social care.
- Urgent & Emergency Care: Act as the strategic lead for urgent and emergency care, ensuring effective hospital discharge, flow, and escalation leadership.
- Neighbourhood Health & Social Care: Lead locality‑based teams, including social work and occupational therapy, to support older adults in Birmingham.
- Safeguarding & Compliance: Ensure safeguarding remains a universal priority and maintain compliance with statutory frameworks such as the Care Act, Mental Health Act, and Mental Capacity Act.
- Partnerships & Integration: Build strong networks with politicians, partners, and communities to co‑produce services, support system resilience, and tackle complex challenges.
- Performance & Assurance: Maintain robust performance management systems, ensure readiness for CQC inspection, and report progress to political and corporate bodies.
- Culture & People: Empower staff through collaboration, accountability, and kindness, fostering a positive culture where employees thrive.
- Financial Stewardship: Manage significant budgets responsibly, identifying efficiency opportunities and ensuring sustainable transformation.
About You
We are seeking an authentic, visionary leader with proven senior experience in adult social care or a related field, and a strong track record of transformation. You will bring deep knowledge of safeguarding and statutory frameworks, alongside the strategic thinking to drive innovation and embed best practice. Collaborative and resilient, you will work with politicians, partners, and communities to co‑produce outcomes while confidently managing large budgets and teams.
