Job description

You will work closely with the Corporate Affairs Manager and the wider Corporate Affairs team to manage the collection and reporting of fleet average emissions. In addition to this, there will be a high level of autonomy given to you in this role.

Climate change is now recognised as one of the greatest environmental threats facing the World today. Therefore, it is critical that we reduce the impact of motor vehicles on this threat. The role of our Data Officer is consulting with vehicle manufacturers to collect, evaluate and publish data on the emissions of their Light-Duty Vehicles (LDV) and Heavy-Duty Vehicles (HDV). With this data, the CO2 emissions and performances of fleets are assessed against set targets, requiring experience analysing data and maintaining a high-level of attention to detail. Your work will enable us to identify where manufacturers have exceeded their emissions targets, resulting in fines that are issued to ensure we meet our objective of reducing carbon emissions.

You will become an integral part of the Corporate Affairs Team, with your skills having a direct impact on what we set out to achieve as an Agency. Your main duties will include but will not be limited to:

Heavy Duty Vehicles (HDV)

  • Obtain data files from the Department for Transport (DfT) relating to HDV registrations in the UK.
  • Coordinate the collection of data from HDV manufacturers to enable the calculation of HDV fleet average CO₂.
  • Ensure data files are reviewed, checked for deficiencies or obvious errors, corrected, and accurately entered in the relevant database.
  • Engage with industry to verify and align understanding of their dataset.
  • Use tools such as Power Query in excel to calculate the correct fleet average emissions for each manufacturer.
  • Build and maintain excellent working relationships with manufacturers, to promote regulatory compliance, build knowledge, expertise and ensure accuracy of metrics.

Light Duty Vehicles (LDV)

  • Calculate provisional fleet average CO₂. performance targets for all LDV manufacturers using registration data.
  • Provide LDV manufactures with data sets and their provisional fleet average CO₂. performance targets.
  • Coordinate the collection of data returned from LDV manufacturers via the error reporting process.
  • Engage with manufacturers to collect vehicle Certificates of Conformity (CoCs) to verify and agree on changes made.
  • Calculate final fleet average CO2 performance targets for all manufacturers.
  • Provide manufacturers with data sets and their final performance targets.

Both HDV & LDV vehicles

  • Support the publication of emissions data such as reports and associated supporting documents on the VCA website for both LDV and HDV vehicles.
  • Provide responses to communications and queries from stakeholders, manufacturers, and the public.
  • Build and maintain excellent working relationships with key colleagues in the central department, to share resources, knowledge, and expertise to promote regulatory compliance and continuous improvement.
  • Maintain data standards, including adherence to the Data Protection Act 2018 and the UK General Data Protection Regulation (GDPR).

Required experience:

To be successful in this role you will need to have the following experience:

  • You will have excellent communication skills both verbally, in writing and will be confident dealing with colleagues and stakeholders alike using a high level of tact and diplomacy.
  • You will be confident in using Microsoft Excel for data analysis, including pivot tables, advanced formulas, and data transformation tools such as Power Query.
  • You excel at problem solving and have confidence in your ability to challenge and investigate errors in data and published reports.
  • Good analytical skills to be able to produce recommendations based on evidential conclusions.
  • You have the ability to deliver at pace and experience managing competing priorities.
  • You adhere to relevant policies, procedures, and legislation to complete your work.
  • Good organisational skills to work independently and as part of a team to meet deadlines.

Working hours, office attendance and travel requirements

Full time roles consist of 37 hours per week.

This role is suitable for hybrid working, which is a non-contractual arrangement where a combination of workplace and home-based working can be accommodated subject to business requirements.

The expectation at present is a minimum of 60% of your working time a month will be spent at either your designated workplace (one of the locations cited in the advert) or, when required for business reasons, in another office/work location/visiting stakeholders. Your designated workplace will be your contractual place of work. There may be occasions where you are required to attend above the minimum expectation.

Selection process details

The selection process for this role will be:

Stage 1: Online Numerical test.

Stage 1: Online test

At this stage, you will be assessed against the following Success Profile elements:
