A Talent Programme Delivery Lead is responsible for the end to end, design, delivery and evaluation of HMRC's central Talent Programmes. This includes programmes such as Career Development programmes or Talent Pipeline programmes. They ensure a seamless experience for delegates and the business and have a lead role in evaluating the success of each cohort. Talent Programme Delivery leads are responsible for designing innovative content & delivery methods that ensure programmes can be delivered on a wide scale, while maintaining high quality participant experience and outcomes.

They work in close collaboration with internal stakeholders (including programme sponsors, supporters and regional delivery teams), to identify requirements and develop solutions that benefit both programme participants and the business. Talent Programme Delivery Leads are expected to be able to continuously improve programme design/delivery, seeking opportunities to problem solve, and apply research/best practice to deliver a modern, high-quality service.

A key part of the role is exercising judgement to balance participant, stakeholder and business requirements. Their impact is centred on the creation and delivery of a scalable, high-quality experience with measurable outcomes mapped to HMRC's Talent management needs.

Job Description
Programme Design

  • Designing innovative and modern programmes that support colleagues to progress their careers at HMRC including broader career development initiatives and targeted talent pipeline schemes.
  • Ensuring the Programmes have measurable outcomes which link back to the aims and objectives.

Programme Delivery

  • Delivering and facilitating both online and in-person learning events to a high standard with clear learning outcomes.
  • Managing participant experience and day-to-day programme management and administration - ensuring a seamless experience for participants.

Programme Evaluation & Improvement

  • Designing, preparing and implementing appropriate programme evaluation strategies to assess participant experience, knowledge and behavioural change and internal mobility outcomes.
  • Collating and analysing evaluation into end of programme evaluation reports to be presented back to Talent SLT and other stakeholders. Use feedback to adjust and improve delivery in real-time, keeping relevant stakeholders informed of programme status.

This role requires an element of travel and the occasional overnight stay.

Interview
During the panel interview you will be assessed on Experience and Strengths based questions alongside a Technical presentation. Your experience will be assessed with a question focusing on your experience of conducting training needs analysis, design and delivery of an L&D intervention, and your experience using evaluation. You will have ten minutes for this question.

The Technical presentation will include a 10 Minute 'mini teach' (slides provided) followed by 5 minutes Q&A. You will be provided with a session from our Foundation Career Compass programme around the topic of Communication. There will be no expectation to cover all the slides in your allocated time, we are assessing your facilitation skills.
